About The Position

The Health Center Manager, under the guidance of El Rio Health's mission, vision, and cultural beliefs, manages the administrative, clinical, and operational activities of assigned health centers. This role involves managing health center staff to deliver high-quality healthcare services to El Rio Health patients, with a commitment to serving a diverse patient population. The Health Center Manager may also provide nursing services as a Registered Nurse, coordinating clinical and non-clinical services in accordance with state nursing board policies and El Rio Health Center procedures. The position operates under administrative supervision, exercising discretion and independent judgment on significant matters related to department functions and processes. The primary goal is to support El Rio's mission of providing comprehensive, quality, affordable, and accessible healthcare.

Requirements

  • Bachelor’s Degree or Diploma in Nursing from an accredited school, college, or university.
  • Five (5) years of supervisory experience, preferably in a healthcare setting.
  • A current and unencumbered Registered Nurse license in good standing from Arizona State Board of Nursing.
  • A current certification in Basic Life Support (BLS) for healthcare providers from an approved and accredited training program.
  • Level I fingerprint clearance card: current, valid, and in good standing or have applied for it within seven working days after beginning employment.
  • Reliable transportation that can meet any operational reassignments of the organization during the workday.
  • If driving during work hours, possess a valid driver’s license and be in compliance with Arizona vehicle insurance requirements.
  • A valid Arizona driver’s license, acceptable driving record, and required vehicle insurance.

Nice To Haves

  • Master’s Degree in Nursing or a related field from an accredited college or university.
  • Seven (7) years of supervisory experience; preferably in a healthcare environment.
  • Experience in a Federally Qualified Health Center.
  • Management experience in a union setting.
  • Bilingual in English and Spanish with the ability to speak, read, and write in both languages.

Responsibilities

  • Identifies care gaps within the population of own health centers and develops action plans.
  • Promotes public health and disease prevention through community outreach and technology.
  • Identifies determinants of health related to health disparities and develops action plans tracking outcomes.
  • Manages administrative, clinical, and operational activities, programs, or projects to ensure high standards of excellence.
  • Implements and maintains a Continuous Quality Improvement approach to all clinical and administrative operations.
  • Ensures patient confidentiality by controlling information disclosure and maintaining HIPAA and corporate compliance.
  • Assures staff receive initial and ongoing training supporting patient confidentiality.
  • Leads and directs daily clinical operations, including providing guidance, leadership, and supervision to healthcare professionals.
  • Ensures a high level of productivity by continually monitoring service operations.
  • Manages clinical care, behavioral health operations, and staffing coverage, revising assignments as needed.
  • Monitors and supervises the use of universal precautions and Infection Control standards.
  • Provides guidance and direction in resolving operational issues or problems.
  • Leads the development and implementation of measurable goals, objectives, policies, and procedures for all operational areas.
  • Monitors and supervises the control of stock drugs, vaccines, and clinical inventory.
  • Develops and implements tactical action plans that support organizational goals and objectives.
  • Collaborates on the development, implementation, and oversight of medical protocols, clinical operations, and fiscal performance.
  • Functions as an EPM and EHR super user, working with IT to ensure training, error monitoring, and corrections.
  • Responsible for the delivery of coordinated and integrated quality health care services.
  • Develops and enhances effective relationships to meet customer service expectations.
  • Advocates and supports the coordination of services with community agencies and referral resources.
  • Identifies appropriate resources to provide patient and family education on active participation in health care.
  • Monitors patient service feedback, engages patients on service experience and quality, and resolves complaints.
  • Possesses comprehensive knowledge of legal issues related to health center operations, ensuring compliance with regulatory standards.
  • Performs scheduled and ad hoc audits of patient charts for quality and compliance adherence.
  • Assures medical compliance with Federal, State, and El Rio Health Center regulations, policies, procedures, and standards.
  • Organizes and facilitates regular staff meetings to discuss improvements in patient service and operations.
  • Prepares professional written communications, reports on training activities, progress towards goals, and other requested reports.
  • Demonstrates understanding and proficiency with compliance and reporting requirements for Joint Commission Certification (JCC) standards.
  • Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures.
  • Accomplishes department objectives by managing staff, planning, and evaluating department activities.
  • Establishes strategic goals by gathering business, financial, service, and operations information; identifying and evaluating trends and options.
  • Prepares activity reports to inform management of the status and implementation plans of programs, services, and quality initiatives.
  • Handles complaints, settles disputes, resolves grievances and conflicts, or otherwise negotiates with others.
  • Establishes work schedules and assignments for staff.
  • Accomplishes staff results by communicating job expectations, planning, monitoring, coaching, developing, and disciplining staff.
  • Collaborates with Human Resources in ensuring employee development and consistent policy implementation.
  • Maintains staff by recruiting, selecting, orienting, and training employees; provides personal growth opportunities.
  • Completes operations by organizing workflow, developing schedules, delegating responsibility, evaluating subordinates, implementing productivity standards, resolving operations problems, maintaining reference manuals, and administering discipline.
  • Provides information to leadership, supervisors, co-workers, and subordinates.
  • Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions.
  • Provides on-site cash handling training and supervises employee cash handling processing.
  • Ensures and supports the cost-effective use of materials, supplies, and equipment.
  • Drives personal and/or El Rio Health vehicle for El Rio Health business.
