About The Position

The Head of US Government Affairs & Policy leads Roche Diagnostics’ US government affairs and public policy strategy, shaping the legislative and regulatory environment to advance innovation, protect market access, influence healthcare policy, and mitigate risk. Based in Washington, D.C., this executive serves as Roche Diagnostics’ principal representative to policymakers, regulatory agencies, trade associations and external stakeholders, while acting as a strategic advisor to senior leadership on political and policy developments affecting the business. This role reports to the Global Head of Quality, Regulatory & External Affairs, with a dotted-line relationship to the President and CEO, Roche Diagnostics North America.

Requirements

  • 15+ years of senior leadership experience in US government affairs, public policy or external affairs within healthcare, medtech, diagnostics or related sectors.
  • Deep expertise in the US legislative and regulatory environment, with strong bipartisan networks and proven policy influence.
  • Demonstrated executive presence through prior work with C-level executives and Board of Directors
  • Experience spanning public and private sectors strongly preferred.
  • Exceptional strategic and analytical thinking skills with ability to simplify complex topics.
  • Proven leadership skills, including the ability to lead in a complex and matrixed environment, building coalitions and advising senior executives.
  • Advanced degree in law, pharmacy, medicine or life sciences preferred (PhD, JD, MD, PharmD).

Responsibilities

  • Develop and lead Roche Diagnostics’ US government affairs and policy strategy aligned with business priorities.
  • Influence federal and state policy impacting diagnostics, reimbursement, healthcare innovation, trade and regulatory matters.
  • Anticipate risks and opportunities and shape advocacy strategies to support growth and patient access.
  • Serve as a strategic partner ensuring the US Government Affairs agenda is co-created with commercial leaders; translate complex political and regulatory shifts into strategic implications that inform business planning and investment decisions.
  • Evaluate and recommend Roche Diagnostics’ participation in industry trade associations; Direct executive engagement within these forums to lead cross-industry efforts on critical medical technology and policy issues.
  • Serve as Roche’s senior liaison with Congress, Administration officials, federal agencies and state policymakers.
  • Lead engagement with key trade associations, coalitions, patient groups and external stakeholders to advance Roche’s policy agenda.
  • Partners with external stakeholders, as appropriate, to build alignment with Roche Diagnostics’ policy positions and encourage external advocacy efforts consistent with those positions. (e.g., non-profit associations, industry organizations, think tanks, coalitions).
  • Lead Roche’s presence in government forums and strategically deploy internal subject matter experts (from manufacturing to R&D) to testify, brief officials, and provide technical guidance that advances the company's policy objectives.
  • Advise senior leaders on political, legislative and policy developments affecting Roche Diagnostics.
  • Bring external insights into business strategy and translate policy developments into actionable implications.
  • Support executive engagement with policymakers and key public affairs opportunities.
  • Lead customer communications on policy in partnership with the US commercial team.
  • Engage with policy counterparts from key customers as well as laboratory industry trade associations.
  • Participate in US Commercial leadership forums including USLT (US Leadership Team) and ELT (Enterprise Leadership Team).
  • Lead and develop a high-performing US Government Affairs and Policy team, including talent development, succession planning, coaching and organizational capability building.
  • Assess resource needs and manage use of external advisors, consultants and advocacy partnerships.
  • Foster strong team operating rhythms, collaboration and alignment with business priorities.
  • Manage policy-related risks and support enterprise positioning on sensitive issues.
  • Partner across Regulatory, Market Access, Medical, Legal and Communications to mobilize internal expertise in support of advocacy priorities.
