About The Position

Concourse is an early-stage, fast-growing startup building AI-powered software for state and local governments. This is the CEO's second venture after a successful exit. We sell technology to state and local governments, aiming to improve public services by replacing legacy, inefficient systems. The core problem we address is the disconnect between tax payments and perceived government inefficiency—often due to outdated technology. We're building an AI-native company where every team member is empowered to use AI tools like Claude to automate their work. Our team has a hub in Flatiron, NYC, and we support remote roles where it fits the role. This role will shape policy strategy by leading research that directly informs product decisions and helps government clients adopt AI-powered solutions with confidence. The Head of Research and Policy will use cutting-edge AI tools like Claude to analyze legislation, track regulatory changes, and synthesize policy landscapes at scale. This is a ground floor opportunity to join an early-stage startup led by a repeat founder with a successful exit. The role offers the chance to grow into leadership, starting as the founding researcher and growing into leading a dedicated research and policy team as the company scales.

Requirements

  • 5+ years of experience in policy research, government affairs, regulatory analysis, or a related field.
  • Deep understanding of state and local government operations, procurement, and regulatory environments.
  • Strong analytical and writing skills--you can distill complex legislation into clear, actionable insights.
  • High agency and comfort with ambiguity in an early-stage environment.
  • Enthusiasm for AI--you're excited to use tools like Claude to 10x your research output.
  • Interest in building and eventually leading a research team as the company grows.
  • Based in or willing to relocate to NYC for in-office work.

Responsibilities

  • Research and analyze legislation, regulations, and government operational patterns in order to distill insights on best practices and policy obstacles regarding government effectiveness.
  • Monitor the evolving policy landscape around AI adoption in government and translate findings into actionable product and go-to-market insights.
  • Advise the product and engineering teams on regulatory constraints and opportunities that shape how we build solutions.
  • Produce policy briefs, white papers, and thought leadership content that positions Concourse as a trusted voice in govtech.
  • Support sales and customer success by providing research-backed guidance to government clients navigating procurement and compliance.
  • Build AI-powered research workflows to track legislative changes, flag relevant opportunities, and automate policy analysis.
  • Collaborate with the founder to identify new market opportunities driven by regulatory shifts and policy trends.
