About The Position

SPL is an innovative biopharmaceutical leader with unique products and services supporting the pharmaceutical industry globally. For over 40 years, SPL specializes in the development and cGMP compliant manufacturing of Active Pharmaceutical Ingredients (APIs). SPL has an exciting opportunity to join the team as the Head of Planning S&OP. This position leads Sales and Operations Planning (S&OP) and Production and Material Control (PMC) across the SPL site. Supports the Chief Operating Officer (COO) in translating corporate strategy and the Annual Operating Plan (AOP) into SPL-specific strategies and initiatives and driving their implementation; supports annual performance goals setting, cascading, and achievement tracking; assists the COO with periodic performance reporting and special proposals to headquarters; and communicates corporate policies and advances transformation programs within SPL, including management system development, process digitalization, and organizational and talent development.

Requirements

A High School diploma/GED is required.
5+ years of experience in production planning, material control, supply chain planning, S&OP, inventory management, or manufacturing operations, with the ability to organize cross-functional planning communication, data analysis, risk identification, and action-item tracking.

Bachelor’s degree or higher in Supply Chain, Engineering, or business.
ASCM/APICS, CPIM, CSCP, or equivalent supply chain professional certification.
3+ years of experience in S&OP process management, capacity planning, cross-functional supply-demand balancing, production planning governance, inventory strategy, or team/process management.
Experience in a GMP (pharmaceutical, biomanufacturing, medical device), food or similarly regulated environment.
Familiarity with ERP, MRP, or supply chain planning systems.
Experience participating in or implementing digital projects.

Responsibilities

Sales and Operations Planning (S&OP): Use sales forecasts and orders as inputs, with fulfillment of sales and customer demand as the primary objective; lead long-term supply-demand balancing across SPL product lines, support market-share and volume-growth targets, and coordinate open-order execution and delivery tracking.
Lead the development of the annual and rolling 18-month capacity, output, and raw material charging plan.
Build forward-looking capacity models by incorporating production line design capacity, equipment constraints, raw material availability, workforce capacity, maintenance windows, holidays, and other key operational factors, and coordinate cross-functional reviews, periodic reassessments, and timely plan adjustments.
Based on AOP, rolling sales forecasts, capacity plans, and raw-material supply plans to design finished-goods inventory levels; set safety-stock and inventory limits; and lead inventory analysis, alerts, and consumption plans for near-expiry or slow-moving stock.
Coordinate the S&OP meeting governance, agenda, and material requirements; organize cross-functional analysis of supply and demand, capacity, raw material charging plan, inventory, delivery, and quality risks; review meeting materials and drive follow-through and closure of key decisions and action items.
Lead the development and management of standard order lead times; coordinate and resolve cross-functional differences in material preparation, production, testing, and release timelines; review order delivery date assessments and guide the handling and resolution of major delivery schedule issues.
Lead the implementation of the make-to-order production model across products; coordinate with Sales to ensure product-specific demand orders are submitted; organize the review of delivery priorities and the corresponding production, release, and delivery schedules; and provide the reviewed plans to Sales
Manage end-to-end delivery tracking for product-specific demand orders submitted by Sales and drive the execution and closure of all activities that may impact order delivery.
Regularly integrate and analyze sales-production-supply-inventory business data reports for each product and provide issue and risk alerts.
Production Planning and Progress Control (PC): Use product process routes and order demand as inputs, with timely delivery of each order as the core objective; coordinate order delivery-date feedback; develop and issue master production schedules and monthly production plans for each product line, and track execution.
Lead weekly & monthly production plan review and coordination; guide plan adjustments, major exception handling, cross-functional resource coordination, and risk closure to ensure stable production order and achievement of delivery targets.
Follow up the progress of finished-goods output testing, and release progress; guide major delivery risk assessments and priority setting; and coordinate cross-functional resources to close order delivery exceptions.
BOM-Based Production Material Planning & Control (MC): Use production plans as inputs, with material supply assurance and production continuity as the core objective; coordinate BOM master data, material requirement planning, purchase requisition issuance, and tracking through release.
Manage BOM master data process, including creation, review, approval, and change management in a timely manner.
Lead annual and monthly calculation of BOM-based material requirements and purchase requisition planning; balance production demand, inventory, in-transit quantities, safety stock, and procurement lead times; and guide identification and response to key material supply risks.
Lead tracking of arrival, testing, and release progress for key BOM-based materials; guide supply risk assessment and priority setting; coordinate escalation of major material exceptions and supervise issue closure.
System Development and Process Digitalization: Leverage headquarters’4.0 Product and Service Delivery process architecture as the overarching framework, with a focus on operational efficiency, and tailor it to SPL’s business needs by leading the development and continuous improvement of required SPL-specific processes and digital systems.
Lead the design and continuous improvement of S&OP and PMC management systems and processes; guide role-interface definition and key control-point setup; monitor process execution effectiveness and drive issue improvement.
Lead the electronic enablement of S&OP and PMC processes and the digitalization of management information; plan business requirements, rules, and implementation priorities; guide system solution review, implementation, and acceptance; coordinate resources and promote system adoption.
Team Management and Talent Development: Lead departmental organization and talent development, training, AOP, and performance management; guide goal cascading, performance communication and evaluation; coordinate with HR and drive implementation of talent development and performance management.
