About The Position

Leads the execution and growth of a portfolio of complex aerospace and hypersonic development programs. Works closely with an integrated leadership team to establish program strategy, manage, control, and deliver portfolio scope, and ensure successful execution across engineering, supply chain, manufacturing, assembly, integration, and test activities. Provides leadership and direction to program managers and the program management office while establishing the processes, tools, operating cadence, and performance metrics required for predictable program execution. Drives completion of programs to aggressive development and delivery timelines while operating within contractual, budget, resource, technical, and quality requirements. Owns portfolio-level risk management and ensures risks, issues, and opportunities are identified, escalated, and resolved appropriately. Partners with engineering, supply chain, operations, contracts, finance, quality, and business development leadership to ensure alignment of resources and priorities. Serves as a senior customer interface and communicates program and portfolio status to internal and external stakeholders, including senior government and industry customers. Negotiates scope, schedule, resources, priorities, and contractual commitments to ensure program success. Develops and mentors program leadership and establishes a high-performing organization capable of executing increasingly complex and large-scale programs. In addition to program execution responsibilities, the Head of Programs leads strategic capture and business development efforts to expand the portfolio. This includes shaping opportunities well in advance of formal solicitations, developing competitive technical and management approaches, and partnering with business development, engineering, contracts, and pricing teams to position Booz Allen for successful bids. The role drives early and meaningful engagement with senior government and industry stakeholders, orchestrates cross-functional capture teams, informs price‑to‑succeed strategies, and ensures proposal development reflects both client mission needs and Booz Allen’s differentiated capabilities. The Head of Programs strengthens relationships across the acquisition and contracting community, contributes to win strategies and teaming decisions, and advances growth through disciplined capture planning, solutioning, and preparation for new pursuits.

Requirements

  • 15+ years of experience in leading complex, hardware-focused solutions programs and projects
  • 10+ years of experience in managing multifunctional teams of 20+ FTE and managing multiple concurrent programs while performing in a customer-facing role
  • 4+ years of experience in leading Program Managers across a portfolio of engineering programs and managing subcontractors, suppliers, and external partners to meet contractual and technical requirements
  • Experience in managing full program lifecycle activities including design, development, integration, test, qualification, and delivery
  • Experience with overseeing program scope, schedules, budgets, resources, technical performance, and contractual commitments
  • Experience with program and portfolio risk management, including communicating risks and mitigation strategies to senior leadership
  • Knowledge of government contracting practices and engaging senior government and industry stakeholders
  • Ability to lead through ambiguity, resolve complex problems, drive organizational alignment, and communicate effectively at the executive level
  • Ability to obtain a Top Secret clearance
  • Bachelor’s degree
