About The Position

As Head of Group Savings Compliance, you will support the Chief Compliance Officer of Beneva and exercise your responsibilities for Beneva Investment Firm Inc. (SIB). As an expert compliance advisor, you will report to the Director of Regulatory Compliance and Surveillance, and you will monitor and supervise Beneva's distribution networks and the individuals acting on its behalf. You will also participate in other regulatory compliance surveillance work as needed. You will be responsible for the following tasks and functions: - Act as Head of Compliance in the collective savings brokerage discipline for SIB Firm by: - Promptly bringing to the attention of the designated responsible person any situation indicating that SIB or a person acting on its behalf may have breached securities legislation; - Monitoring and evaluating the compliance of SIB's conduct and that of persons acting on its behalf; - Presenting an annual report to SIB's Board of Directors on the compliance of the company's conduct and that of persons acting on its behalf with securities legislation; - Acting as a resource person, particularly with peers, SIB, the designated responsible person, and Beneva's Chief Compliance Officer; - Acting as a resource person with the Investment Industry Regulatory Organization of Canada (IIROC). - Actively collaborate in the establishment and maintenance of policies and procedures for evaluating the compliance of distribution networks, including the implementation and updating of the surveillance program. - Contribute to the planning of surveillance work established for the distribution networks of all provinces served by Beneva and ensure their execution. - Implement or ensure the execution of the distribution network surveillance program and participate in its updating, including performing the following tasks: - Collect the information required for audit work, analyze it in accordance with applicable procedures and regulatory requirements, and identify non-compliance situations; - Draft and send surveillance reports and notices to document identified irregularities and collaborate with managers and intermediaries to correct them; - Determine non-compliance situations that need to be escalated and collaborate in accountability; - Conduct investigations into distribution misconduct and issue recommendations to managers and intermediaries, where applicable; - Report any non-compliance situations concerning an intermediary's practice to regulators, where applicable; - Ensure follow-up on action plans requested to prevent or correct any risks and any cases of non-compliance; - Perform second-level supervision of collective savings brokerage distribution activities; - Accompany and support colleagues in the compliance department regarding distribution networks. - Participate in various compliance mandates as needed. - Represent the organization by participating in various internal and external committees related to the compliance surveillance function.

Requirements

  • Hold a bachelor's degree in administration, law, or a related field
  • Minimum of 10 years of experience in the financial services sector
  • Minimum of 12 months of relevant experience in the securities sector within the last 36 months
  • Hold a collective savings brokerage representative license
  • Have successfully completed the Branch Compliance Officer (RCS) course or an equivalent
  • Have successfully completed the Canadian Investment Funds Course exam, the Conduct and Practices Handbook for Canadian Securities Regulation exam, or the Investment Funds in Canada exam
  • Have successfully completed the Directors, Senior Officers and Partners Examination (DSOP Exam)
  • Meet any other acceptance criteria recognized by applicable securities regulations
  • Possess in-depth knowledge of regulations, rules, and practices in the field of pan-Canadian personal insurance and Quebec securities
  • Mastery of the French language, both oral and written
  • Advanced mastery of the English language, both oral and written
