About The Position

Resolution Life is seeking a Head of Government and Regulatory Affairs to shape, promote, and execute the company’s governmental and regulatory strategy in support of the company’s business objectives and growth priorities. The role will report to the Head of Legal & Compliance and will also work closely with the Chief Executive Officer, North America, Chief Risk Officer, Chief Legal, People & Partnerships Officer, and other senior leaders across the global business. The Head of Government and Regulatory Affairs will be accountable for establishing and operating a coordinated government and regulatory affairs function, including identifying and assessing legislative, regulatory, supervisory, and public policy developments that may affect Resolution Life, developing and implementing results-drive advocacy strategies to advance key business priorities, coordinating regulatory and government engagement, and representing the company with regulators, government officials, industry forums, and trade associations. The successful candidate will bring strong judgment, credibility with regulators and industry stakeholders, and the ability to translate complex regulatory developments into practical, business-focused advice, action plans, and executive-level recommendations.

Requirements

  • Bachelor’s degree required; law degree, public policy degree or other relevant advanced degree preferred.
  • 10+ years of relevant experience in regulatory affairs, government affairs or public policy role, including experience working with or in governmental bodies, regulatory agencies, trade associations, or highly regulated financial services organizations.
  • Strong understanding of regulatory processes, legislative and policy development, and supervisory engagement, preferably with experience in the life insurance / reinsurance sector.
  • Demonstrated ability to develop and implement results-driven advocacy strategies and to build credibility with regulators, policymakers, industry organizations, and senior internal stakeholders.
  • Excellent judgment and ability to provide clear, practical advice on complex regulatory, legislative, and policy matters to individuals at every level of the company.
  • Superior interpersonal, organizational, written, and oral communication skills, including the ability to prepare executive-level briefings, regulatory communications, and concise summaries of complex developments.
  • Ability to work under pressure with a high degree of attention to detail, effectively prioritize and manage competing demands, and meet deadlines in a changing, fast-paced environment.
  • Willingness and ability to travel as required.

Nice To Haves

  • Experience engaging with Bermuda, and U.S. federal and state regulators.
  • Experience with NAIC, ACLI, BILTIR, or other insurance industry trade associations, committees, or working groups.
  • Knowledge of regulatory issues affecting life insurers and reinsurers, including capital, solvency, investments, risk management, and reinsurance matters.
  • Ability to operate as a strategic advisor, external representative, and a hands-on executive who drives priorities while ensuring disciplined execution, follow-through, and stakeholder alignment.

Responsibilities

  • Lead and be accountable for Resolution Life’s government and regulatory affairs function, including developing and executing a proactive regulatory affairs strategy that supports Resolution Life’s business objectives and growth priorities.
  • Develop and maintain senior relationships with regulators, policymakers, and governmental officials in the U.S. and Bermuda to promote Resolution Life’s interests.
  • Partner with Growth & Value, Legal, Compliance, Risk, Finance, Actuarial, Investments, and Operations teams to identify, monitor, and assess legislative, regulatory, supervisory, and policy developments that could affect the company.
  • Set enterprise standards and expectations for regulatory communications, government engagement, industry participation, issue escalation, and stakeholder briefings, working across Resolution Life’s global business to ensure a coordinated approach.
  • Serve as a senior point of coordination for regulatory relationship management, helping ensure that interactions with regulators are consistent, well-prepared, appropriately documented, and aligned across the company.
  • Translate complex regulatory and legislative developments into timely, practical communications and recommendations for senior leadership, business partners, boards, and relevant committees.
  • Work with leadership and impacted business areas to determine the company’s priorities and positions on regulatory and legislative matters and develop advocacy strategies to advance those positions.
  • Represent Resolution Life in industry trade organizations and working groups on matters affecting the life insurance and reinsurance sectors and manage the company’s relationships with such organizations.
  • Support internal governance processes for regulatory affairs, including horizon scanning, stakeholder briefings, issue tracking, and escalation of material regulatory developments.
  • Ensure that senior leaders and internal stakeholders are appropriately briefed before regulatory or industry engagements, including with respect to key messages, background materials, and follow-up actions.
