About The Position

Treasury Department leader that works in conjunction with the Head of Funding & Liquidity Risk and the Treasurer to develop strategic funding plans and leads through execution. Responsible for debt and equity capital markets execution, projecting cash flows, managing intraday liquidity, oversight of funding risk, and leader for emerging instant payment rails. This role is responsible for direct management and performance of the Funding Risk Team and working collaboratively with the Liquidity Risk Team, Treasury, Finance, Accounting, Operations, and line of business partners. The Head of Funding is responsible and accountable for funding risk oversight, is a subject matter expert on debt capital markets, funding sources, pertinent regulatory rules, intraday liquidity, and projecting and managing cash flows for the organization. Accountable for always doing the right thing for customers and colleagues and ensures that actions and behaviors drive a positive customer experience, while operating within the Bank’s liquidity risk appetite. This role is responsible for identifying, assessing, managing, monitoring, and reporting funding risks and developing effective plans to manage risks while delivering on the Bank's strategic objectives and initiatives.

Requirements

  • Bachelor's degree in Finance or Economics required.
  • Typically requires 10 years or more of Treasury-related experience in at least one functional area: Asset/Liability, Funding/Liquidity, or Investment Portfolio.
  • Strong analytical, modeling, and database skills and experience required.
  • Experience with projecting short- and long-term cash flows and effective oversight and maintenance of related assumptions.
  • Demonstrated ability to learn and become proficient analytical and data base management tools.
  • Experience leading functional teams and projects required.
  • Proven ability to independently manage multiple assignments and demonstrated initiative.
  • Demonstrated proficiency in critical thinking, leadership, business acumen, relationship building and teamwork.
  • Excellent communication and organizational skills.
  • Ability to work independently, as well as in a team environment.
  • Proficiency with Microsoft Office software, including Word, Excel, Access, PowerPoint, etc.

Nice To Haves

  • Experience with debt and equity capital markets is preferred.
  • Banking experience is preferred, but not required.
  • Experience managing a professional staff preferred.

Responsibilities

  • Execution of all debt and equity capital markets transactions, including the issuance of long-term debt, preferred equity, and management of the share repurchase program.
  • Quantification of daily cash flow projections, ensuring accuracy by developing assumptions, back-testing, and regular oversight.
  • Quantification of funding plans within the Bank's long-term cash flow projections in coordination with the Asset/Liability Management Team.
  • Collaboration cross functionally with line of business partners for emerging instant payment rails, helping to establish appropriate funding and liquidity controls.
  • Management of all borrowing sources, including execution and maintenance of ample contingent borrowing capacities.
  • Management and optimization of collateral in coordination with Treasury Operations and the Investment Portfolio Team.
  • Establishing and maintaining effective KRIs and early warning indicators for funding risk.
  • Prepare funding risk materials for Executive Management to aid in decision making and providing effective oversight of all funding related risks, programs, and processes.
  • Providing employees timely, candid, and constructive performance feedback.
