About The Position

As part of the broader marketing division, the Corporate Communications and Public Affairs team is responsible for steering the corporate brand and communications beyond Hong Kong, creating impactful and meaningful content that resonates with the brand purpose: Propelling Success. This includes rebranding Hong Kong/HKSTP, partnering with media and key opinion leaders, executive communications, and press releases, all aimed at shaping the future of Hong Kong’s I&T development and elevating the brand internationally. The role reports to the Chief Marketing Officer and will lead HKSTP’s corporate communications and public affairs functions. The individual will devise effective communications strategies, establish integrated communications frameworks and stakeholder engagement plans, and lead the team to deliver high-impact communications programs that strengthen HKSTP’s reputation and influence. The scope covers local and international communication strategies, public affairs, stakeholder engagement, executive communications, media relations, ecosystem storytelling, content development, and agency management. This individual will be a senior leader in the Marketing Division and a key ambassador of the corporation, building and nurturing relationships with government, industry leaders, media, investors, partner companies, and other key stakeholders. They will also serve as a trusted communications advisor to senior management on reputation management, stakeholder management, and strategic communications matters.

Requirements

  • A Bachelor’s degree in Journalism, Public Relations, Communications or related filed is required
  • Minimum 20 years’ relevant experience with at least 10 years’ management experience leading a sizable team in corporate marketing communications or public relations management, preferably gained in MNC
  • Strong network across media, government, public sector organisations, industry assoications and key opinion leaders
  • Proven track record in stakeholder engagement, government relations, executive communications, reputation management and issues/crisis management
  • Demonstrated ability to develop compelling corporate narratives and ecosystem stories that engage diverse stakeholder groups and support organisational objectives
  • Experience working across multiple business units and senior stakeholders within a complex or matrix organisation
  • Energetic, flexible, collaborative and proactive, with a strong appreciation of new media and emerging communications technologies
  • A confident and persuasive leader able to work strategically and operationally; drive performance and change; and thrive in a dynamic environment
  • Experience in building, leading, mentoring and coaching communications and public affairs professionals
  • Excellent proficiency in both verbal and written English and Chinese, including Cantonese and Putonghua

Responsibilities

  • Formulate and lead HKSTP’s corporate communications and stakeholder engagement strategies to strengthen the credibility, reputation and trust in HKSTP amongst key stakeholder groups locally, regionally and internationally and the wider public; and establish Hong Kong and HKSTP (including INNOPARKs, partner companies, talents communities) and the I&T ecosystem as a leading international innovation and technology hub.
  • Drive strategic communications planning through an integrated communications framework, messaging architecture and engagement strategies that align with corporate priorities and business objectives.
  • Lead ecosystem storytelling and content development initiatives to showcase partner company successes, innovation breakthroughs, talent achievements and the impact of Hong Kong's I&T ecosystem, building compelling narratives that strengthen HKSTP's positioning on the regional and global stage.
  • Collaborate closely with Cluster Heads, Business Units and cross-functional teams to identify target audiences, align communications priorities, develop impactful narratives and drive targeted stakeholder engagement programmes through coordinated platforms, campaigns and events.
  • Maximize awareness and engagement in local, Mainland and international markets through impactful communications programmes that strengthen Hong Kong I&T positioning and HKSTP’s role as a catalyst for innovation.
  • Develop and maintain strategic relationships with government, public sector organisations, strategic partners, investors, industry associations, academia, media and key opinion leaders to enhance HKSTP's reputation and stakeholder influence.
  • Lead stakeholder engagement strategies to foster long-term partnerships and advocacy across Hong Kong's innovation and technology ecosystem.
  • Act as a key ambassador of HKSTP in managing relationships with senior government officials, distinguished guests, industry leaders, international delegations and other influential stakeholders.
  • Oversee communications and stakeholder engagement plans for government visits, executive and distinguished guest engagements, strategic partnership announcements and major corporate events, including protocol management, executive briefing materials and key messaging.
  • Establish and maintain strong relationships with leading local, Mainland and international media to maximise positive coverage and thought leadership opportunities.
  • Lead issues and crisis communications management by assessing reputational risks, providing strategic counsel and ensuring clear, timely and effective stakeholder communications.
  • Manage and develop a high-performing communications and public affairs team to support the successful execution of corporation communications and stakeholder engagement strategies.
  • Promote a culture of high performance, collaboration, innovation and continuous improvement that values learning and quality.
  • Mentor and develop staff using a supportive and collaborative approach on a consistent basis.
  • Perform any other duties as assigned by the management.
