About The Position

CACI is seeking a HCM Cloud Environments Lead to design, operate, and continually enhance the cloud infrastructure and automation framework powering a large-scale federal HCM modernization initiative. You will help deliver Oracle Fusion Cloud HCM across multiple federal agencies, ensuring every environment—from development through production—runs securely, reliably, and at mission-ready performance levels. In this role, you’ll work hands-on with Oracle Cloud Infrastructure (OCI) in a FedRAMP Moderate+ environment, develop automated CI/CD pipelines, manage configuration baselines, and lead quarterly Oracle updates across all environments. You’ll innovate with tools like Terraform, Jenkins, and Python to automate provisioning, monitoring, disaster recovery, and environment replication. This is a high-impact technical leadership position where you will set engineering standards, influence architecture decisions, collaborate with senior stakeholders, and guide a team of engineers supporting cloud operations at federal scale.

Requirements

  • Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
  • Bachelor's degree and 10 years of relevant experience. Additional experience may be substituted for degree
  • 10+ years in cloud platform engineering, DevOps, or enterprise systems administration.
  • 8+ years of hands-on experience with OCI, AWS GovCloud, Azure Government, or other FedRAMP-authorized cloud platforms.
  • Strong experience building CI/CD pipelines (Jenkins, GitLab CI, Azure DevOps) and automating deployment workflows.
  • Proficiency with Terraform and infrastructure-as-code practices.
  • Strong scripting skills in Python and/or Bash.
  • Knowledge of federal compliance frameworks (FIPS 140‑3, NIST 800‑53, FedRAMP Moderate+).
  • Experience with multi-environment configuration baselining, change control, and release management.

Nice To Haves

  • 11+ years of cloud or DevOps engineering experience, including large-scale Oracle Cloud or Oracle SaaS deployments.
  • OCI Architect Associate/Professional or Operations Associate certification.
  • Experience managing Oracle Fusion Cloud SaaS environments (quarterly updates, sandboxes, environment refreshes).
  • Familiarity with NIST SP 800‑128 and federal change control board processes.
  • Experience implementing DR/BC solutions for federal systems, including automated failover and RPO/RTO validation.
  • Knowledge of Kubernetes, Docker, or microservices architectures in federal cloud environments.
  • Experience with federal ATO/RMF processes and contributing infrastructure-related artifacts.
  • Exposure to Oracle Cloud technologies such as Oracle Integration Cloud (OIC) or OCI services supporting HCM/ERP environments.

Responsibilities

  • Design, build, and maintain CI/CD pipelines for deploying Oracle Fusion Cloud HCM configurations across all program environments (DEV, TEST/SIT, UAT, PROD).
  • Lead and administer OCI resources—compute, networking, storage, IAM—in secure FedRAMP Moderate+ environments.
  • Establish and maintain configuration baselines in accordance with NIST SP 800‑128, ensuring deployments remain traceable, auditable, and compliant.
  • Plan and orchestrate Oracle quarterly updates across all environments, coordinating testing, validating impacts, and managing rollback procedures.
  • Implement and maintain disaster recovery and business continuity capabilities, including automated failover, backup/restore processes, and DR testing.
  • Monitor platform performance, availability, and capacity using OCI observability tools; establish alert thresholds and automated remediation workflows.
  • Use Terraform to implement infrastructure-as-code for provisioning, configuration management, and environment replication.
  • Enforce FIPS 140‑3 encryption standards for all data in transit and at rest, partnering closely with cybersecurity engineers.
  • Manage environment refresh cycles, data masking processes, and sandbox provisioning to support agency transition and parallel workstreams.
  • Develop and maintain runbooks, architecture diagrams, deployment procedures, and ATO-supporting documentation.
  • Lead platform engineering activities within a SAFe Agile environment, contributing to sprint planning and driving automation improvements.
  • Serve as a technical authority—setting standards, influencing design direction, and providing oversight across multiple engineering workstreams.
  • Mentor technical and functional team members, support innovation initiatives, and represent the platform engineering perspective to program leadership.
