About The Position

The Nebraska Department of Transportation (NDOT) is seeking a Hazmat, Noise & Air Specialist to join the Project Development team. As a Hazmat, Noise & Air Specialist, you will be vital to the responsibilities of the Environmental Section for NDOT. In this position, you will participate in all aspects of NDOT's Environmental Programs related to hazardous materials, along with noise and air compliance. This can entail the review of highway construction projects and maintenance facilities for environmental considerations among other responsibilities. In this position, you will coordinate with environmental resource agencies, as well as NDOT staff and Consultants, on initiatives related to hazardous materials, noise, and air.

Requirements

  • Hwy Environmental Biologist I: Bachelor’s degree in a scientific or technical discipline related to environmental assessment or compliance review principles and practices, including but not limited to biological sciences, agricultural/soil sciences, geography, landscape architecture, ecology/environmental studies, or related engineering disciplines.
  • Additional years of experience in the above work areas may substitute for the bachelor’s degree requirement on a year-for-year basis.
  • Hwy Environmental Biologist II: Bachelor’s degree in a scientific or technical discipline related to environmental assessment or compliance review principles and practices including but not limited to biological sciences, agricultural/soil sciences, geography, ecology/environmental studies, Historic Properties, landscape architecture, or related engineering disciplines, AND two (2) years’ experience performing research, investigative, or compliance work related to environmental or other technical assessments of the impact of construction, engineering, or similar projects.
  • Additional years of experience in the above work areas may substitute for the bachelor’s degree requirement on a year-for-year basis.
  • An advanced degree may substitute for one of the two years’ required experience.
  • Knowledge in environmental analysis using PC software and programs, GIS software, handheld GPS.
  • Ability to read and interpret basic engineering plans.
  • Experience using Microsoft Office products.
  • Excellent oral and written communication skills.
  • Ability to collect, organize, and present information accurately in a report format.
  • Must have a valid driver’s license or ability to provide independent authorized transportation.

Nice To Haves

  • Minimum of 2 years of experience in Hazardous Materials reviews and preparation of reporting, or one year of Noise and Air study reports and assessing environmental impacts of projects.
  • Experience/working knowledge of State and Federal natural resource agencies and their functions, or educational course or training related to the National Environmental Policy Act.

Responsibilities

  • Review of highway construction projects and maintenance facilities for environmental considerations.
  • Coordinate with environmental resource agencies, NDOT staff and Consultants, on initiatives related to hazardous materials, noise, and air.
  • Prepare Hazardous Materials, Noise, and Air technical documentation associated with highway construction projects.
  • Work with NDOT roadway design personnel and review and coordinate with consultants to aid in the delivery of environmental documentation to address the National Environmental Policy Act.
  • Federal and State agency correspondence.
  • Communication with local authorities.
  • Review of technical data using computer-based programs to support environmental document development.
  • Research environmental topics to assist in policy development.
  • Conduct and oversee environmental compliance.
  • Monitor projects to determine environmental conditions before, during, and following highway construction projects.
  • Conduct field surveys.
  • Aid in the preparation of noise and air study reports to be included in environmental documents.
  • Perform other duties as assigned.
