Requirements

  • Strong grasp of harm reduction principles, SSP operations, overdose prevention, and safer-use education.
  • Logistics and inventory management (including vending programs) and municipal/regulatory navigation.
  • Exceptional communication and stakeholder management (community partners, city leaders, law enforcement).
  • Critical thinking, problem-solving, and ability to manage multiple projects and deadlines.
  • Bachelor’s degree preferred; progressively responsible experience in harm reduction, public health, or related field required.
  • Prior supervisory/managerial experience preferred.
  • Current BLS certification obtained through the American Heart Association or American Red Cross.
  • CA Office of AIDS Community-Based HIV/HCV Testing certification preferred (or obtained within 6 months).
  • Proficiency with Microsoft 365/Outlook; familiarity with EHR (e.g., Epic) and data/reporting tools.
  • Requires current and valid driver’s license and current personal auto insurance and reliable transportation.

Responsibilities

  • Lead operations across fixed sites (e.g., Palm Springs and Cathedral City), mobile outreach (including expansions into Desert Hot Springs and Cathedral City), and harm reduction vending machine initiatives (procurement, placement, inventory, usage analytics, and compliance).
  • Serve as primary liaison with city leadership and law enforcement partners to support mobile services, address community concerns, and ensure local alignment with public health and safety initiatives.
  • Develop and maintain logistics plans for outreach schedules, supply chain/stocking (safer-use kits, naloxone, fentanyl test strips, syringes), and distribution across program sites and vending machines.
  • Coordinate with DAP Health clinical teams to ensure warm handoffs and trauma-informed referrals to medical, dental, behavioral health, substance use, sexual health, PrEP/PEP, and other services.
  • Own program compliance with CDPH authorization(s), municipal requirements, and funder policies; prepare for and lead audits.
  • Oversee accurate, timely data entry and reporting (e.g., Narcan distribution and overdose reversal outcomes, vending utilization, outreach encounters) to demonstrate impact and meet funder deliverables.
  • Lead Quality Improvement initiatives (documentation audits, Epic/chart reviews, workflow refinements) and implement corrective action as needed.
  • Supervise, coach, and develop harm reduction staff; conduct regular 1:1s, performance evaluations, learning plans, and corrective action when necessary.
  • Partner closely with People Operations.
  • Build staffing plans and coverage models that balance fixed-site, mobile, and vending operations while minimizing burnout.
  • Lead hiring processes (recruitment, interviews, selection) for harm reduction roles.
  • Develop and monitor program budgets, optimize use of Opioid Settlement Funds and other grants, and identify opportunities for sustainable growth.
  • Draft proposals and operational plans that expand equitable, low-barrier access to harm reduction supplies and education.
  • Ensure staff proficiency in harm reduction strategies (e.g., syringe access, naloxone distribution, safer-use education) and support group- and individual-level education in community settings.
  • Represent DAP Health in community coalitions and with public agencies to advance evidence-based harm reduction.
  • Perform other duties as assigned to meet departmental and organizational objectives.
