About The Position

Join a mission-driven organization that supports Civil Air Patrol’s safety risk management! We’re seeking a Ground Safety Manager that is responsible for overseeing all aspects of the organizational lead for the CAP Occupational Safety and Health (OSH) program, ensuring safe and healthful working conditions for both in-person and remote employees in accordance with applicable standards and best practices. Maintains familiarity with aviation safety programs and practices to ensure alignment across the enterprise and serves as a backup to the Aviation Safety Manager during periods of absence or as directed.

Nice To Haves

  • Master’s degree highly desired.
  • Experience supporting safety or risk management programs in youth-serving organizations, emergency services, military programs, outdoor leadership programs, or large-scale volunteer organizations is highly desired.
  • Working knowledge of data analysis applications such as Microsoft Excel, and/or Power BI.
  • Strong working knowledge of occupational safety and health (OSH) programs and standards.
  • Strong working knowledge of safety investigative processes.
  • Strong working knowledge of Human Factors Analysis and Classification System (HFACS).
  • Professional certifications such as Certified Safety Professional (CSP), Associate Safety Professional (ASP), Occupational Health and Safety Technologist (OHST), Certified Industrial Hygienist (CIH), or equivalent are highly desired.

Responsibilities

  • Maintaining subject matter expertise in occupational safety and health (OSH) and safety risk management practices applicable to ground safety and advising CAP leaders on matters pertaining to CAP’s SMS.
  • Advising on policies, regulations, or other directive and non-directive guidance pertaining to occupational safety and health and ground safety risk management within CAP activities and missions and developing procedures and directives in support of CAP’s Safety Risk Management programs.
  • Serving as the program manager for CAP’s Occupational Safety and Health program, to include hazard identification, risk assessment, mitigation strategies, and continuous improvement of workplace safety practices for both in-person and remote employees.
  • Maintaining awareness of aviation safety programs, policies, and risk management practices to ensure integration across CAP’s Safety Management System and serving as a backup to the Aviation Safety Manager when required.
  • Collaborating any safety concerns with the directors/managers responsible for the affected processes/enabling functions.
  • Monitoring the effectiveness of ground safety practices within the four pillars of CAP’s SMS – safety roles and responsibilities, safety risk management, safety assurance, and safety promotion.
  • Conducting safety and risk management reviews as assigned to determine factors involved and recommending mitigations to address contributing human and system factors.
  • Conducting safety risk analyses to assess trends and making recommendations to applicable functional directorates, regions, or wings to address contributing factors.
  • Conducting onsite activity and ground-based mission safety evaluations and/or assessments and providing guidance to activity or mission leaders that supports continuous improvement in safety.
  • Maintaining and updating reports, statistics, briefings, and other products that reflect the effectiveness and challenges within CAP ground-based missions and activities.
  • Receiving and addressing and/or re-routing questions, complaints, and other safety inquiries.
  • Providing a customer service function to serve volunteer leadership and membership through advice and counsel on occupational safety, health, and ground safety risk management.
  • Leading and/or taking part in meetings with CAP staff and volunteers who support CAP's SMS (i.e., commanders, safety officers, chiefs, directors, etc.).
  • Responding to notifications of safety occurrences involving death and/or serious injury and providing assistance, as needed, to government investigative agencies and equipment manufacturers during that agency’s investigations.
  • Representing CAP on occupational safety, health, and ground safety-related government and industry-led working groups and committees.
  • Professionally handling conflict and adversity by seeking common ground and working toward solutions that meet CAP’s safety, operational, and strategic objectives.
  • Demonstrates the ability to influence safety culture and operational risk management practices across a decentralized, volunteer-based organization.
  • Applies an understanding of organizational, behavioral, and human factors that contribute to elevated operational risk within youth and volunteer environments.
  • Coordinates with Cadet Protection and Cadet Programs personnel when safety trends, operational concerns, or systemic risk factors intersect with cadet welfare and activity execution.
