About The Position

The City of Eugene’s Parks and Open Space Division is seeking a Green Infrastructure Operations Manager to guide the Urban Forestry, Vegetated Stormwater Facilities and Median Maintenance Section. This role is crucial for advancing the city's commitment to a resilient and livable future, as outlined in the Urban Forestry Action Plan. The manager will lead efforts to address challenges such as climate impacts, drought stress, Emerald Ash Borer, and wildfire risk, while working towards the goal of establishing over 214,000 new trees in 15 years. The position involves managing operations, budgets, and staff, and collaborating with various city departments and external agencies to integrate green infrastructure into citywide decisions.

Requirements

• Five years of increasingly responsible operations experience in the management of at least one of these areas: storm water/water quality facilities, urban forestry, and landscape maintenance programs, which includes supervisory responsibility.
• Equivalent to a Bachelor's degree from an accredited college or university in natural resource management, urban forestry, horticulture, or a closely related field.
• Must pass a background check.
• Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard.
• Understanding of Urban Forestry and Stormwater Best Management Practices as it directly relates to NPDES Permit.
• Understanding of Asset Management using Arc GIS and mobile technology.
• Thorough knowledge of both the operational and administrative aspects of a complex municipal organization.
• Planning of long-range goals and objectives for right-of-way vegetation and stormwater facility management and program effectiveness.
• Section budget development and implementation, including forecasting additional fund needs for the Section.
• Project management and research in urban forestry, municipal right-of-way vegetation and storm-water management.
• Work collaboratively and develops effective relationships with staff and other city departments and divisions and provide leadership with a demonstrated ability in analyzing operational conditions and issues bringing them to a resolution that supports organizational goals.
• Effectively communicates both orally and in writing, exercising diplomacy, discretion and tact in dealing with sensitive, and complex issues.
• Place a high value on safety programs and a thorough understanding of traffic control planning and implementation.

Responsibilities

• Leads, manages, directs, and coordinates all activities of the Urban Forestry, Vegetated Stormwater Facilities and Median Maintenance Section of the Parks and Open Space Division of Public Works.
• Directly supervises and guides multiple work unit supervisors in planning, organizing, prioritizing and implementing work unit budgets, work plans, programs, and associated activities.
• Provides leadership and directs the implementation of operational programs and policy through direct supervision of work unit supervisors.
• Develops vision, long range goals and short-range goals for the section.
• Coordinates the development of policies, procedures, and practices for the section.
• Coordinates urban forestry, stormwater facilities, and median maintenance work with other sections, divisions, departments, agencies, public utilities, developers, and the general public.
• Integrates and addresses policies, laws, and regulations, from federal, state, and local levels into a cohesive approach, including the Eugene Code, Eugene Comprehensive Stormwater Management Plan, Eugene Capital Improvement Plan, Clean Water Act, and National Environmental Policy Act.
• Serves as a member of the Division's Management Team, helping to set the strategic direction and policy of the Division.
• Is responsible for assisting the Parks and Open Space Division Director in the day-to-day management and administration of assigned operational duties and provides highly complex professional and administrative support.
• Acts in capacity as the Parks and Open Space Division Manager in his/her absence.
• Performs other managerial, supervisory, or administrative duties as assigned.

• Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS).
• In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
