About The Position

ICF's Disaster Management Division is seeking a Grants Administrator to support FEMA Public Assistance and Hazard Mitigation projects for utility infrastructure projects. This full-time position requires residency within a two-hour commute of Melville, New York, for a hybrid schedule (2 days or more in the office, remainder work-from-home). The role is a non-management position and does not offer relocation support. The position will support state and local government clients by assisting with financial compliance, grant reporting, cost documentation, and audit readiness. Candidates will work closely with senior staff and subject matter experts, gaining hands-on experience across the federal grant lifecycle. The compensation range is provided for career growth, with this specific position offering a base annual salary between $100,000 and $120,000, determined by the candidate's match to the job description and location. Requirements

2+ years of experience in grants management, financial management, or accounting within government or government consulting environments.
Preference given to FEMA grants or infrastructure/utility grants.
2+ years of experience with MS Office, including Intermediate Excel – Pivot Tables, V-Lookup, Formulas, etc.
Must be willing and able to work a Hybrid schedule, several days a week working onsite on Long Island, NY and the remainder work-from-home/strong internet within the commute radius as scheduled.
Excellent communication, writing and presentation skills, with experience providing training on complex subjects to multiple audiences.
Microsoft Office Suite professional experience; Intermediate-level MS Excel skills (e.g., VLOOKUP/XLOOKUP, conditional formatting, pivot tables/charts, formulas, sorting/filtering, and working with large datasets); examples may be requested.
Detail-oriented and highly organized, maintaining well-structured notes, documentation, and project files, with strong problem-solving skills.
Proactive, collaborative, team-oriented approach; seeks input early and communicates risks/issues quickly.

Nice To Haves

Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
Experience with Electric Utility and Construction projects, Capital projects.
Experience supporting FEMA-funded projects. (PA, HMGP, Grants Admin-Compliance (not IA).
Experience supporting federally funded grant management projects.
Federal contract experience and cost of service pricing experience.
Coursework or experience in governmental or fund accounting.
Foundational understanding of basic accounting principles.
Experience reviewing invoices, cost documentation, or reimbursement requests.
Exposure to audit support, monitoring, or compliance reviews.
Familiarity with various grant management and financial systems used in grant programs.
Experience consulting in fast-paced, compliance-driven environments.

Responsibilities

Support day-to-day financial and grants management activities for federally funded programs.
Assist with budget tracking, expenditure review, and financial reconciliation activities.
Review supporting documentation for eligible and allowable costs in accordance with federal requirements.
Assist with drawdown support and cash management, including reconciliation of expenditures to reported amounts.
Help maintain audit-ready financial files, including organization of invoices, support documents, and reconciliations.
Assist with subrecipient and contractor invoice reviews under supervision of senior staff.
Monitor project costs to ensure compliance with all laws, regulations, and policies pertaining to FEMA programs.
Accurately and efficiently work with data entry and data management systems as required.
Professionally interact with stakeholders and staff utilizing excellent communication skills, understanding, and patience.
Participate in internal quality control reviews and support responses to monitoring or audit inquiries.
Collaborate with multidisciplinary teams including program, compliance, and data staff.
Work in a fast-paced, detail-oriented, flexible environment.
Perform other duties and learning as directed by ICF.
