About The Position

The Grants Manager monitors grants compliance with grants objectives and requirements so that federal and local resources are retained in the territory and federal program objectives, goods and services are rendered as effectively and efficiently as possible. Responsibilities also include the coordination of financial and grants management activities to include distributing information for federal programs and audit entrance and exit conferences. Requirements

  • Knowledge of the principles and practices of capital or operating budget formulation, evaluation and administration.
  • Knowledge of accounting and auditing theories, principles and practices as they apply to grant administration.
  • Knowledge of federal and local rules, regulations and administration for grants.
  • Ability to learn to analyze and comprehend organizational and procedural budgetary problems and make appropriate recommendations.
  • Ability to comprehend moderate to moderately complex instructions, laws and regulations.
  • Ability to write and speak clearly and concisely.
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work.
  • Knowledge of PC and different software applications, including spreadsheets and Excel and must be able to thrive in a fast pace setting environment.
  • Graduation from an accredited institution with a Bachelor's degree in accounting, business administration, finance of business management and a minimum of five (5) years of experience working with federal and local grants.

Responsibilities

  • Determines the sources of grant money available to the Authority for new utility projects and the processes and timetables to get the awards.
  • Coordinates the collection and preparation of all documents and materials to include grants applications, agreements memoranda and letters to apply for funds.
  • Lobbies for the Authority's proposals locally and federally and follows up on proposals.
  • Verifies the accuracy of all data provided to ensure adherence to guidelines.
  • Monitors projects utilizing grants funds to ensure administrative efficiency and compliance with federal and local laws and standards.
  • Conducts site visits on grant funded projects and performs evaluations.
  • Documents and recommends new procedures for better accountability, controls, recordkeeping and reporting for federal and local grants.
  • Follows up on the progress of projects and contract terms; maintains records and prepares various reports as requested relating to the status of projects.
  • Monitors, updates, enhances and maintains a computerized grants database and grants management and covenant requirement tracking programs.
  • Prepares and reviews financial reports, cost and economic analysis and other specialty reports to ensure compliance with local and federal regulations and covenant requirements.
  • Works with the Director, Disaster Recovery and Compliance to develop standard operating policies and procedures to improve the efficiency of program administration and to ensure compliance with local and federal regulations and covenant requirements.
  • Assist with compilation of information and development of reports required for all reporting requirements.
  • Coordinates research into grant reporting requirements, OMB Circulars, the Code of Federal Regulations and other documents relative to Grants Management; conducts the EO12372 clearinghouse functions including preparing and delivering testimony before the Legislature.
  • Work with Accounting and the External Auditor to prepare the Schedule of Expenditure of Federal Awards annually to ensure the timely completion of the Authority's A133 audit of federal programs.
  • Researches historical records for grants and effects draw downs.
  • Reviews budgets to ensure proper recording of funds on the system.
  • Remains abreast of changes and any funding that may become available.
