About The Position

The County is seeking a detail-oriented, collaborative, and highly organized professional to serve as a Grants Analyst. This full-time role plays a critical part in managing federal grants and programs, particularly the Community Development Block Grant – Disaster Recovery (CDBG-DR) funds, which support community resilience, housing recovery, and long-term infrastructure investments. Working with developers, municipalities, consultants, internal departments, and federal partners, the Grants Analyst ensures projects are compliant, progressing on schedule, and aligned with program guidelines. The ideal candidate is an analytical problem solver with excellent communication skills, strong federal grant knowledge, and experience overseeing complex, multi-stakeholder projects.

Requirements

  • Any combination of education and experience equivalent to a bachelor’s degree in Public Administration, Business Administration, or a closely related field.
  • Two years of experience in grant management, compliance, housing programs, construction or infrastructure coordination, project management, or a related field.
  • A valid driver’s license with an acceptable driving record.
  • Thorough understanding of federal grant requirements, compliance standards, and performance monitoring.
  • Ability to analyze data, develop process improvements, and prepare clear, actionable reports.
  • Strong interpersonal skills for working across diverse partners and agencies.
  • Expertise in Microsoft Office Suite and project management tools.

Nice To Haves

  • Experience with federal programs such as CDBG-DR or similar disaster-recovery grants.

Responsibilities

  • Manage the full lifecycle of federal grants and programs, including project setup, tracking, documentation, and closeout.
  • Prepare and submit Quarterly Performance Reports (QPRs) and financial data for assigned projects.
  • Ensure compliance with federal regulations, including procurement requirements under 2 CFR Part 200 and all applicable environmental review standards.
  • Develop, update, and maintain policies and procedures in response to evolving program or regulatory requirements.
  • Support Action Plan amendments within HUD’s Disaster Recovery Grant Reporting (DRGR) system and ensure compliance with deadlines.
  • Collaborate with implementation vendors and internal teams to complete reports, analyze data, and recommend process improvements.
  • Conduct periodic site visits to housing and infrastructure projects to document progress and identify potential issues.
  • Track milestones, deliverables, schedules, budgets, and expenditures to ensure timely and compliant project performance.
  • Use project management tools such as Gantt charts to monitor progress.
  • Identify risks such as delays, cost overruns, or compliance concerns and recommend corrective actions.
  • Research, analyze, and prepare best-practice recommendations on governmental programs; present findings to leadership.
  • Serve as a liaison between municipalities, developers, consultants, and internal departments to address complex grant-related issues.
  • Facilitate planning, development, and implementation of grant-funded initiatives.
  • Support the preparation of grant applications and manage departmental grant records, reporting, and coordination.
