The Grants Accounting Supervisor works under the direction of the Director of Finance and is responsible for overseeing all grant-related accounting, financial reporting, and compliance activities for the agency. This position supervises grant accounting staff, ensures compliance with federal, state, and local grant requirements, and serves as a primary authority for grant financial management. Strong leadership, analytical, and communication skills are essential. Meeting multiple demands on a timely basis is critical.

Requirements

  • Basic knowledge of accounting methods and processes as they relate to revenue accounting.
  • Practical knowledge of computerized accounting systems.
  • Ability to enter data into accounting records accurately.
  • Ability to explain accounting processes to employees.
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  • Basic problem-solving skills associated with software applications used is expected.
  • Software usage relevant to job duties will be evaluated.
  • MS office suite programs and Microsoft D365 accounting modules.
  • Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.
  • Promote safety awareness and follow safety procedures and policies.
  • Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.
  • Bachelor’s Degree from an accredited four-year college or university in Accounting, Finance, Business Administration, Public Administration, or other related field.
  • Demonstration of adequate analytical skills required.
  • Must demonstrate effective oral and written communication.
  • Three years experience in all aspects of accounting.
  • Possess a valid Driver's License.
  • Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
  • This position is classified as non-essential personnel.
  • Work requires operation of a keyboard device.
  • Work involves meeting multiple demands on a timely basis.

Responsibilities

  • Supervises the grant staff responsible for project expenditure tracking, reconciling, reimbursing, and reporting.
  • Prepares, reviews, and approves reimbursement requests to external funding partners on a regular basis to ensure accurate, timely drawdown of funds.
  • Ensures general ledger data for grants and related assets are accurate and reconciled monthly, quarterly and annually.
  • Oversees the maintenance of official grant files, records and supporting documentation related to federal, state and local projects.
  • Reviews and submits financial reports to external grant funding agencies in accordance with reporting requirements.
  • Responsible for reconciliations and financial assessment of grants projects, in coordination with other departments.
  • Actively participates in ongoing collaborative discussions to improve areas of the financial system, including providing extensive research, participating in testing, offering suggestions and following best practices, as outlined by HRT.
  • Provides accounting support for monthly closings, periodic reviews, and annual internal or external audits.
  • Assists in monitoring and tracking grant budgets to ensure that all expenditures are within the scope of the award.
  • Works closely with A/P, Procurement, and various departments to troubleshoot issues within the financial system, as related to the Projects Module.
  • Recommends and implements process improvements related to grant program budgeting and monitoring.
  • Assists with compilation of routine and ad hoc reports as needed.
  • Works on special projects as requested.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Performs other duties as assigned.
