About The Position

The North Carolina State Highway Patrol (NCSHP) Fiscal Unit is seeking a Grants Accounting Manager to provide oversight of grant financial operations and ensure compliance with federal and state regulations. This position supports strategic decision-making through the accurate recording, classification, analysis, and interpretation of fiscal data and transactions, while ensuring compliance with state and federal regulations. The primary purpose of the State Highway Patrol’s Fiscal Section is to ensure that all department financial resources and funds are received, disbursed, recorded and accounted for in accordance with all applicable State and Federal laws and regulations.

Requirements

  • Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; AND four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports; OR equivalent combination of education and experience.
  • Strong knowledge of accounting principles, government reporting requirements, and grant management processes.
  • Proficiency in financial systems and tools such as GrantSolutions, JustGrants, SAM.gov, and Microsoft Office.

  • Thorough knowledge in grant administration, including searching for funding opportunities, writing and submitting grant applications, and managing the full grant lifecycle from award to closeout.
  • Proficiency in financial systems and tools, including ERP platforms, GrantSolutions, JustGrants, SAM.gov, and advanced Microsoft Excel for data analysis and reporting.
  • Effective leadership and supervisory skills, including mentoring staff, delegating tasks, and conducting performance evaluations to maintain high standards of accuracy and accountability.
  • Excellent communication and collaboration abilities, both written and verbal, to interact with internal teams, external partners, and federal/state agencies on financial and grant-related matters.

Responsibilities

  • Responsible for managing complex accounting operations and providing leadership in financial management, with a specialized focus on grant administration and development.
  • Responsible for grant lifecycle management: Searching for new grant opportunities, preparing and writing grant applications, and coordinating submission processes to secure funding for NCSHP programs.
  • Monitoring grant budgets, ensuring timely vouchering and reimbursements, preparing and submitting required financial reports, and advising program staff on cost eligibility and compliance with federal and state guidelines.
  • Interpreting grant-related policies, updating fiscal procedures, and coordinating with internal and external stakeholders to maintain fiscal integrity and program effectiveness.
  • Provides supervisory oversight to fiscal staff, offering training, guidance, and performance evaluations to foster professional development and ensure high standards of accuracy and compliance.
