About The Position

Under the direction of the Program and Policy Manager, the Grant Specialist IV position will work to perform advanced (senior-level) grant development, coordination, and administration work for the Office of Area Agencies on Aging (OAAA). Work involves preparing, maintaining, and reporting of grants; coordinating grant applications; reviewing incoming deliverables to determine compliance with requirements and standards; monitoring grant awards; and serving as a liaison between funding sources and the state and the federal government. The position will also perform in-depth analysis and evaluation for each grant program and provide complex technical assistance regarding overall program design and project implementation. The position requires professional and effective communication and interaction with HHSC management, legal and budget staff, program staff, information technology staff, subrecipients, contractors, service providers, advocacy groups, consumers, families, and other stakeholders. It requires ongoing, detailed interactions with federal officials and in-depth knowledge for submitting materials needed through the federal grant electronic information management system. This position requires professional and highly advanced presentation and organizational skills; fiscal management of grant and contract budgets and financial reporting activities and works under limited supervision, with extensive latitude for initiative and judgment.

Requirements

  • Knowledge of state and federal laws and regulations pertaining to grants and contract administration; of research and budgeting processes; of business administration principles and practices, including financial management and accounting; and of program and project planning and development.
  • Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
  • Skill in analyzing and evaluating complex federal and state legislation, program, policy, and operations issues.
  • Skill in identifying measures and indicators of program performance in the use of a computer and applicable software.
  • Skill in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities.
  • Skills in researching, interpreting, and analyzing complex data and policies.
  • Skill in synthesizing complex information and translating it into clear and concise policy documents.
  • Skills in communicating verbally and in writing and presenting information publicly.

Responsibilities

  • Coordinates grant-related applications, renewals, documents, reports, budgets and communications. Works with OAAA fiscal oversight team, Community Services Division finance team, Federal Funds Office, and other stakeholders on grant submissions. Coordinates submission of all grant-related documents and deliverables such as semi-annual and annual progress reports and ensures all grant deadlines are met. Prepares project narrative, budget and required forms for grant applications and renewals.
  • Oversees and assures OAAA is in compliance with all grant requirements and work plans. Track activity completion and progress made on grant goals, milestones, budget and performance measures. Collects, reviews and approves subrecipient and contractor budgets, work plans, progress reports and invoices.
  • Develops and reviews policies, procedures and rules, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to program staff, stakeholders and/or contractors. Provides technical assistance on an on-going basis via phone, email, and videoconference to subrecipients and contractors.
  • Oversees cross-functional workgroups composed of internal and external stakeholders to develop program objectives, work plans, policies and procedures. Serves as a liaison between HHSC, other HHS agencies, the federal government, and other external stakeholders, which includes attending relevant meetings, program outreach events, responding to information requests, and making presentations of the program.
  • Assists with monitoring activities regarding risk assessments, desk audits and on-site reviews, programmatic reviews that include review of program data in the information management system on an ongoing basis. Assists with developing scopes of work and annual contract renewals.
  • Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
