About The Position

This position manages county-wide grant administration, compliance, reporting, and program oversight activities for Glynn County grant programs and manages the accounting for selected grants. The position coordinates grant management functions to ensure compliance with federal, state, and local requirements and supports the County’s efforts to maximize external funding opportunities.

Requirements

  • Knowledge of grant administration and management principles and practices.
  • Knowledge of federal and state grant compliance requirements and reporting procedures.
  • Knowledge of 2 CFR Part 200 (Uniform Guidance), including federal grant procurement, allowable costs, internal controls, monitoring, documentation, and reporting requirements.
  • Knowledge of governmental accounting principles and practices.
  • Knowledge of grant reimbursement, procurement, contract administration, audit preparation, grant closeout, and record retention requirements.
  • Knowledge of computers, electronic document management systems, and job-related software programs.
  • Skill in problem solving.
  • Skill in prioritizing and planning.
  • Skill in project coordination, organization, and maintaining detailed grant documentation.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
  • Completion of a baccalaureate degree in a course of study related to public administration, finance, accounting, business administration, or a related field.
  • Two to five years of experience in grant administration, grant compliance, governmental accounting, finance, procurement, contract administration, or a related field.

Responsibilities

  • Oversees county-wide grant compliance, monitoring, reporting, and program administration activities.
  • Ensures compliance with federal, state, and local grant regulations, requirements, including 2 CFR Part 200 (Uniform Guidance), and internal controls.
  • Develops and maintains grant management policies, procedures, and tracking systems.
  • Coordinates with departments to monitor grant-funded projects, expenditures, timelines, performance measures, and grant spending status.
  • Reviews grant agreements, contracts, amendments, and award documents to ensure compliance with reporting, reimbursement, procurement, program, and contractual requirements.
  • Coordinates with the County Attorney's Office, departments, and funding agencies to review grant agreements, contracts, and other legal documents related to grant awards and project implementation.
  • Prepares grant award and grant extension agenda items, supporting documentation, and Board agenda packets for consideration by the Board of Commissioners.
  • Prepares, reviews, and submits grant progress reports, reimbursement requests, financial reports, audit documentation, grant closeout packages, and other required documentation to funding agencies.
  • Monitors grant budgets and expenditures in coordination with Finance staff and departmental personnel.
  • Creates requisitions, establishes and manages purchase orders, and coordinates purchasing activities for assigned grant-funded projects.
  • Assists departments with grant implementation, documentation, procurement compliance, record retention, and documentation of grant-specific compliance requirements.
  • Coordinates responses to grant monitoring reviews, audits, and compliance inquiries from funding agencies and auditors.
  • Coordinates grant audit preparation activities by organizing supporting documentation, responding to auditor requests, coordinating with county departments and external auditors, and assisting with the resolution of audit findings and corrective actions.
  • Coordinates grant closeout activities, including final financial reconciliation, completion of required reports, verification of project completion, submission of closeout documentation, and retention of grant records in accordance with applicable requirements.
  • Assists in developing and implementing internal controls related to grant administration and compliance.
  • Maintains grant records and supporting documentation using the County's electronic document management system in accordance with federal and state record retention requirements.
  • Researches changes in grant regulations and communicates compliance requirements to County departments and staff.
  • Assists with FEMA grant administration and disaster recovery reporting as assigned.
  • Provides guidance and training to departments regarding grant compliance and administration requirements.
  • Coordinates with grant writers to support grant applications, project implementation, award management, and grant administration activities.
  • Handles selected grant accounting and reporting as assigned and cross trains as a backup grant accountant.
