About The Position

This position is available only for local Arizona Residents. The Grant Contracting & Procurement Lead will manage all grant-funded procurements and contracts for the State of Arizona - AHCCCS. This is a 100% remote position. The role involves serving as the procurement point of contact for the grant, attending planning or project management meetings, and issuing, awarding, and managing new solicitations (RFP’s, RFQ’s, RFGA and Task Orders). Additionally, the lead will issue and manage ISAs with Governor’s Office, ADHS, and ADES relating to the grant, assist in aligning procurement activities with grant requirements for proper documentation and audit readiness, and maintain continuous coordination with program leadership, finance, and the CPO to ensure procurement strategies support agency outcomes and regulatory expectations.

Requirements

  • Extensive procurement experience (state/government preferred)
  • Experience with grant‑funded procurements and grant contracts
  • Project management experience (formal or informal)
  • End‑to‑end procurement lifecycle management (RFP, RFQ, RFGA, task orders)
  • Contract drafting, negotiation, award, and administration
  • Intergovernmental Service Agreements (ISAs) management
  • Vendor management and sourcing strategy
  • Procurement documentation, audit readiness, and compliance alignment
  • Grant procurement compliance and regulatory interpretation
  • Grant contract management and reporting
  • Coordination with program leadership, finance, and grant administrators
  • Ensuring procurement activities align with grant requirements and allowable costs
  • Project management experience (planning, tracking, cross‑functional coordination)
  • Participation in planning and PMO‑related meetings
  • Strong communication with program leadership, CPO, finance, and external agencies
  • Risk identification and mitigation across procurement and grant activities
  • Proficiency with procurement systems (eProcurement, ERP, state procurement platforms)
  • Strong documentation, recordkeeping, and audit‑trail management
  • Ability to interpret policies, regulations, and grant guidelines
