About The Position

Under the direction of the City Manager’s Office, the Grant Administrator directs and administers the City’s comprehensive grants management function, serving as the lead resource on all grant-related activities and exercising independent judgment and discretion in the development, evaluation, and oversight of grant strategies, funding opportunities, proposal development, regulatory compliance, and reporting requirements. Provides high-level strategic and policy guidance to City leadership and departments to ensure alignment with City priorities, funding objectives, and applicable federal, state, and local regulations.

Requirements

  • Knowledge and understanding of the mission statement and values of the City of Cibolo City Manager’s Office.
  • Knowledge of operational characteristics, services and activities of a contract or grant fund compliance program.
  • Knowledge of methods and techniques of monitoring contract and grant fund compliance.
  • Knowledge of principles of fund accounting and governmental auditing.
  • Knowledge of City's purchasing policies, procedures, rules and regulations.
  • Knowledge of principles of municipal budget preparation and control.
  • Knowledge of federal, state or local rules, regulations and guidelines relating to assigned program, including procurement regulations and emergency management regulations.
  • Knowledge of computer equipment and Microsoft Office applications.
  • Ability to write grant proposals to both government and private funding sources.
  • Skilled in organization and time management
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to read and interpret requests for proposals and funding guidelines from government agencies and foundations
  • Ability to analyze, evaluate and monitor grant fund contracts to ensure compliance with issuing agency rules and regulations.
  • Skilled in preparing presentations and presenting grant related information to City Council as directed by the City Manager.
  • Skilled in designing, writing, and editing complex grant documents
  • Bachelor’s degree in business administration, accounting or related field OR any equivalent combination of experience, education and/or training that provides the required knowledge, skills, and abilities.
  • Demonstrated experience writing grant proposals to both government and private funding sources.
  • Three (3) plus years of experience in grant writing.
  • Valid Class C Texas driver’s license

Responsibilities

  • Oversee the entire grant lifecycle, including researching funding opportunities, preparing proposals, and managing awarded grants to ensure compliance with terms and conditions.
  • Organize, write and submit grant proposals, ensuring they meet the requirements of funding organizations.
  • Work closely with program staff, external partners, and stakeholders to implement grant activities effectively.
  • Develop and manage budgets for grant-funded projects, including tracking expenditures, matching funds, in-kind contributions, and preparing required financial reports, reconciling to the City’s general ledger.
  • Prepare and submit required reports to funding agencies, detailing project progress and financial status.
  • Assist program staff with required program activity reporting.
  • Ensure that all grant activities comply with federal, state, and local regulations, as well as the specific requirements of funding agencies.
  • Participates in grant technical training provided by funding agencies and keeps abreast of changing grant standards and proposal guidelines
  • Maintain and organize necessary records, files, reports, databases and resource materials pertinent to grant requests.
  • Integrate strategic plan goals, strategies, and performance measures into the City’s grants program.
  • Provide functional and technical assistance in the City’s external audit process, as related to grant funding
  • Prepare presentations and present grant related and other information to City Council as directed by the City Manager.
