Govt .Net Full Stack Developer (18+)
About The Position
This role involves performing highly advanced senior-level computer programming work. The developer will study information needs, confer with users, and analyze systems flow, data usage, and work processes to develop software solutions. This includes investigating problem areas, preparing and installing solutions by determining system specifications, standards, and programming. The position requires writing, testing, debugging, and documenting complex programs, including client/server and web-based applications using C# (.Net), Blazor, and/or SQL. The developer will design, develop, and implement specialized programs or routines to create, supplement, and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server. Close coordination with systems analysts, architects, and business areas is expected for requirements gathering, validation, and technical issue resolution. The role also includes supporting Texas Department of Agriculture applications software by diagnosing problems and implementing changes, and potentially migrating licensing functionality to modern platforms while ensuring legacy data portability. Proficiency in Visual Studio 2022, .NET Core 9.0, Oracle DB, and DevExpress tools is expected to deliver secure, scalable, and user-friendly solutions. The position also involves performing research and analysis for specialized programs and recommending process improvements for application development projects.
Requirements
- Bachelor's degree, or higher.
- 8+ years of senior-level work experience and knowledge in analyzing software application systems workflow processes to identify environment efficiencies and improvements
- 8+ years of experience root cause analysis and resolution
- 8+ years' experience in leading the design and development of web-based software applications
- 8+ years of experience programming in various coding languages including but not limited to: .Net, HTML, HTML5, ASP, Java, JSP, .NET/C#, front end and back-end user interface methodologies technologies, SQL, and stored procedures
- 8+ years of experience, independently performing a variety of complicated SDLC related tasks at all phases of the SDLC
- 8+ years of experience in software application administration and management
- 8+ years of experience in leading SDLC projects from scope to deployment including coordinating with organizational change control boards and release schedules
- 8+ years of experience and proficiency in web programming using code languages: .NET/C#, JavaScript, HTML, CSS SQL, Stored Procedures, Oracle, and SQL Server
- 6+ years of experience with Agile SDLC methodology
- 6+ years of experience in cross-team collaboration for requirements gathering and software development, modifications, and maintenance
- 5+ years of experience in programming and implementing software application modifications to accommodate information security requirements and network security integrity
- 5+ years of experience leading and directing SDLC teams including code validation and approval of fellow programmers
- 5+ years of experience in technical writing and documentation of environment and network changes and release notes
- 5+ year of experience in presenting in-person software application change demonstrations for the purposes of seeking customer approval of proposed design
- 4+ years of experience using Azure Dev Ops, Jira, or similar
- 2+ years of experience programming in C# .Net Blazor
Nice To Haves
- Experience porting existing codebase from Java to C# .NET Blazor
- Experience and knowledge of responsive web design practices and implementation
- Experience and knowledge of Web Content Accessibility Guidelines (WCAG), and implementation

Responsibilities

- Provide support of Texas Department of Agriculture applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level.
- Experience in developing and enhancing licensing systems for state agencies, including migrating licensing functionality to modern platforms while enabling seamless legacy data portability for the State of Texas licensing system.
- Proficiency in Visual Studio 2022, .NET Core 9.0, Oracle DB, and DevExpress tools to deliver secure, scalable, and user-friendly solutions.
- Perform research and analysis required specialized programs or routines to supplement and enhance front-end and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.
- Recommend improvements to processes for application development projects, as needed.
