About The Position

Base is hiring a specialist to manage Base Power’s Texas government relations. The role would entail becoming the face of Base in the Texas legislature (and, depending on experience, the PUCT and ERCOT), building relationships at the state and local level, spearheading policy changes that will facilitate the Company’s growth across Texas, and monitoring the legislative and regulatory environment. This is a high-ownership role on a small team—the person who takes it will help set Base's Texas legislative strategy, construct coalitions, and manage internal and external resources to effect change. You'll be a member of the Legal, Regulatory, Policy team and will work closely with other teams across the Company to understand our products and priorities.

Requirements

  • 7+ years of experience in government affairs, public policy, or lobbying in Texas — with a track record of advancing legislation; experience in the energy sector is a plus.
  • Deep knowledge of the Texas legislative process and the PUCT's rulemaking process; existing relationships with Texas legislators and other relevant stakeholders.
  • Involvement with organizations where state legislators develop model policies.
  • First-rate presentation, written, and oral communication skills — you can effectively advocate for Base’s priorities before the Texas Legislature and the PUCT, write comment letters for hearings or one-pagers for Base teams, and build coalition pitch decks.
  • Self-starter instincts with strong project management skills; comfort handling multiple workstreams simultaneously, managing outside lobbyists, and operating without a large support network as we build one over time.

Responsibilities

  • Own Base’s government affairs strategy across Texas—setting priorities, building relationships with state legislators, PUCT staff, and other stakeholders, and driving outcomes that expand Base’s footprint.
  • Monitor happenings at the Texas Capitol and the PUCT closely across every session, hearing, and docket that touches Base, and assess how each development affects the business, translating findings into clear recommendations and action items.
  • Track legislation and rulemakings across Texas.
  • Draft legislation, testimony, comment letters, and position papers; manage external lobbyists, trade groups, and other advocate partners to advance Base’s priorities.
  • Build coalitions with industry groups, consumer advocates, and other stakeholders to advance policy positions relating to distributed energy resources in Texas.
  • Represent Base at the Texas Capitol, PUCT hearings, industry forums, and conferences; develop briefing materials and policy papers that position Base as a credible voice on Texas grid-modernization and distributed energy.
