About The Position

This role involves analyzing public policy, representing the organization's interests in external forums, developing community outreach strategies, and managing projects related to legislative and regulatory initiatives. The analyst will be responsible for developing and analyzing public policy, generating legislative abstracts, defining business needs for policy positions, and managing inter-departmental processes. Additionally, the role requires representing the organization at various meetings and events, building relationships with stakeholders, and communicating the organization's positions effectively. Community development efforts include creating educational initiatives and managing campaigns to promote the organization's legislative agenda and mission. Strong communication skills are essential for reporting project status, interacting with colleagues, and making presentations. Project management and strategic planning are also key components, involving the preparation of updates and management of development tasks and deliverables.

Requirements

  • Bachelor's degree and five years of related work experience; or an equivalent combination of education and work experience.
  • Experience in analysis and planning.
  • Working knowledge of Hawaii's legislative environment and government program operations.
  • Basic working knowledge of Microsoft Office applications, including but not limited to Word, Excel, Outlook, and Power Point.
  • Valid driver's license, access to an automobile with current license, registration, and no-fault insurance.

Responsibilities

  • Develop and analyze significant public policy initiatives.
  • Generate abstracts of legislative issues across the state and country.
  • Define business needs to develop recommendations for HMSA's external policy positions.
  • Manage processes across internal departments to develop recommendations.
  • Represent HMSA by participating in and representing HMSA's interests at state agency meetings, legislative hearings, business associations, cross-sector policy groups, community coalitions and legislative events to advance HMSA's strategic objectives.
  • Serve as an ambassador and advocate for HMSA in external environments demonstrating professionalism, credibility, trust, and a deep understanding of HMSA's mission, policy priorities, and business needs.
  • Build and maintain strong working relationships with key external stakeholders including legislators, government officials, community leaders, advocacy groups, and other partners and organizations.
  • Effectively communicate HMSA's positions in a manner that supports trust, transparency, and constructive collaboration with external partners.
  • Develop educational initiatives and strategies to promote HMSA's legislative agenda in the public arena.
  • Develop, implement, and manage creative campaigns to communicate HMSA's public position on key policy issues and promote HMSA's mission in the community.
  • Communicate clearly and completely all project and task specifications, status, and completion.
  • Initiate contacts and meetings with staff to advance projects.
  • Interact cooperatively with other staff and management to complete assigned duties and position objectives.
  • Effectively communicate problems and issues quickly and positively.
  • Produce written memos and project reports in a structured and concise manner.
  • Make presentations as needed for senior management staff, and external parties.
  • Advances HMSA's mission through strategic external outreach and communications efforts.
  • Prepare and present project updates, or new regulatory and legislative initiatives to senior management as requested.
  • Identify, assign, and manage development tasks and deliverables, resources, project issues, and resolutions.
  • Performs all other miscellaneous responsibilities and duties as assigned or directed.
