About The Position

Tribal Health is looking for a Proposal Writer to join our growth team. The Proposal Writer leads the end-to-end development of compliant, compelling proposals in response to government solicitations. This role combines strategic planning, content development, and cross-functional coordination to ensure timely, high-quality submissions aligned with federal requirements. The ideal candidate excels at writing, managing deadlines, and driving continuous improvement in proposal processes and tools.

Requirements

  • Bachelor’s degree in Business, Marketing, Communications, Healthcare Administration, or related field — or equivalent work experience.
  • 5-10 years of experience in federal government proposal coordination, preferably in healthcare staffing or professional services.
  • Strong understanding of federal procurement processes, regulations, and evaluation criteria.
  • Experience responding to solicitations from IHS, VA, DoD, or other federal health agencies.
  • Excellent writing, editing, and proofreading skills, with an ability to craft persuasive, compliant narratives.
  • Highly organized, with strong project management skills and the ability to manage multiple proposals simultaneously.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Adobe Acrobat Pro, and SharePoint.

Responsibilities

  • Oversee the full solicitation lifecycle, including RFIs, Sources Sought, RFQs, RFPs, IDIQs, and task orders.
  • Monitor opportunity portals and support go/no-go decisions based on company capabilities.
  • Analyze requirements and develop outlines, compliance matrices, schedules, and deliverable lists.
  • Own proposal development from initial review through final submission.
  • Write, edit, format, and integrate persuasive, compliant proposal content.
  • Coordinate SMEs and departments to ensure timely, complete responses.
  • Lead kickoff meetings, reviews, status updates, and deadline management.
  • Track proposals through award or loss and maintain accurate outcome records.
  • Review lessons learned and improve future submissions, tools, and standards.
  • Maintain and improve the proposal repository, including templates, past performance, resumes, and reusable content.
