This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. The employee in this position will be responsible for supervising the day-to-day activities of employees and managers within a unit under the Office of Community Health & Planning. The unit includes the Community Engagement Team, Community Planning section, the Consortium for a Healthier Miami-Dade (Consortium), Florida Healthy Babies Initiative, Advisory Committee, and Healthy Communities. The incumbent will be responsible for ensuring that the barriers to health are addressed as well as identify, analyze, and monitor data that is used for the organization’s Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP) assuring that these documents are reviewed quarterly, and reports are written annually. The incumbent will be responsible for leading special projects and initiatives specifically focused on optimal health as identified as needed and, in the organization’s Strategic plan, Workforce Development Plan and county Optimal Health Plan. Will ensure required reporting is completed to submit to appropriate entities for grant funded initiatives. The incumbent will assist the department director in the analysis of programmatic policies. Provide recommendation(s) as to policy and operational changes to improve administrative and managerial capabilities. Aids senior management as it relates to coordination of activities. Reviews/analyzes new legislation and policies to determine impacts to the Consortium for a Healthier Miami-Dade & Advisory Committee activities and prepares reports recording the results of systems work performed, including technical writings such as operations manuals, procedures guides, or operator instructions required for systems operations as well as project reporting. The incumbent will be responsible to work independently on administrative and consultative work providing operational and management coordination for the Florida Department of Health in Miami-Dade Office of Community Health and Planning, Consortium and Advisory Committee community initiatives. This position will provide direct supervision, support, training, planning, implementation and evaluation of the Consortium and Advisory Committee. Additionally, the incumbent will develop, mobilize and engage partners in community settings to inform of, educate on and implement social, policy and environmental changes that address Obesity, Chronic Diseases, Physical Activity, Nutrition and Tobacco. Responsibilities include the operation, development, implementation monitoring and evaluation of Consortium & Advisory Committee projects, initiatives and activities. Will oversee the Community Engagement Team Manager and unit staff responsible for the day-to-day operation and maintenance of both community initiatives, which includes but is not limited to maintaining minutes, agendas, reports, newsletters and websites. The incumbent will be responsible for the development and maintenance of all Consortium & Advisory committee workplans and strategic plan of the Consortium which includes the Florida Healthy Babies & Healthy Communities initiative. The incumbent will also be responsible for the development and implementation of annual work plan and for the development of all reports that are to be submitted on a quarterly and annual basis. Will participate and oversee the maintenance of committees of the Consortium for a Healthier Miami-Dade. The incumbent will be responsible for facilitating the planning, development, implementation and evaluation of the CHA and the CHIP and providing oversight to the community’s implementation of the Mobilizing for Action through Planning and Partnership process. Will also be responsible for assuring that all data is monitored quarterly, and all reports are written in accordance with requirements as set forth through the State Health Office. Assists with the training and orientation of other community stakeholders as needed. Works with stakeholders to assist in the planning and development of comprehensive strategic evaluation plan that identifies and prioritizes evaluation activities to be completed. Activities include but are not limited to the MAPP process, the CHIP, evaluation of the Consortium for a Healthier Miami Dade, and other quality improvement and strategic planning projects.
