About The Position

This is an independent, professional position serving as the personnel liaison for the division’s employees regarding all areas of human resources. The incumbent produces information and provides technical assistance to division staff on issues such as payroll, leave, benefits, retirement, personal information updates, classification, recruitment and employee relations. The incumbent works directly with division employees, division personnel liaisons, and department central office Human Resource staff to resolve personnel related inquiries.

Requirements

  • Knowledge of state and federal laws, policies and procedures governing state and DDD employees.
  • Knowledge of personnel management processes including classification, recruitment, performance management, payroll and attendance & leave.
  • Effective communication skills to interact with employees and management both verbally and in writing.
  • Ability to identify and resolve personnel related issues.
  • Ability to work independently or as a team member.
  • All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English. Applicants who do not meet this requirement will not be considered.

Responsibilities

  • Coordinates the divisions’ classification actions; prepares Classification Action Requests (CAR) and Position Descriptions (PD), reviews and prepares supporting documentation; routes approved classification actions to manager, DOH Human Resource staff; and notifies appropriate supervisor once actions have been approved. Maintains division’s official Table of Organization utilizing Visio (or other applicable software). Initiate and/or review FLHealthDesk-HR classification tickets to ensure accurately and timely processing.
  • Coordinates the divisions’ hiring and recruitment activities. Ensure the correct FLHealthDesk-HR recruitment ticket is initiated to advertise and fill positions. Consult with servicing HR office on hiring and recruitment process. Assist supervisors with recruitment and hiring process and submitting appropriate documentation.
  • Coordinates and submits appropriate documentation to Department of Health (DOH) Human Resource Management and Social Security Administration for background screening. Converts screening documentation utilizing Adobe Pro, notifies area offices of screening results, and updates internal data bases. Assist hiring authorities with contacting applicants for the purpose of assisting applicants with compliance and timeliness with updated SSA HSPD 12 background screening requirements. Initiate and/or review FLHealthDesk-HR background screening or Five Year Rescreen tickets to ensure accurately and timely processing.
  • Consult with servicing HR office for any payroll actions that potentially have an adverse effect on the employee. Assist supervisors with submitting appropriate documentation as per the Pay and Salary Actions Policy. Provides leave and attendance assistance to employees, supervisors, and managers, i.e., unapproving timesheets in People First, notifying DOH on new hires to adjust continuous service dates for leave accrual, updating and approving timesheets for managers during extenuating circumstances; notifying supervisors of unapproved timesheets (missing timesheet reports), etc. Requires the use of multiple data bases, i.e., People First, DDD internal reports, and Social Security Administration systems.
  • Responds from DDD as the employer to claim forms received from disability insurance providers for insurance claims filed by employees. Provides guidance and assistance with retirement/DROP inquiries to employees. Initiate or assist employees with submitting a Retirement Application ticket in FLHealthDesk-HR.
  • Provides technical assistance to supervisors and employees regarding worker’s compensation, including pay and leave assistance. Assist employee in initiating claims to WC provider and inform employees and supervisors to file incident reports as required by the DOH Incident Reporting Policy.
  • Provides technical assistance to supervisors and employees regarding the use of FMLA and/or FSWP. Tracks number of hours utilized by each employee including updating timesheets in People First; and provides timely and appropriate notifications to staff as needed.
  • Assists supervisors with the establishment of performance standards, internal processes, and with the use of People First systems. May consult with supervisors on the overall rules and procedures regarding probationary periods, appropriate documentation to support any labor relation activities, and provide appropriate written documentation for management.
  • Prepares training materials and trains employees statewide in routine personnel processes, combining and integrating People Frist, DOH, and division protocols and procedures. Ensure assigned HR trainings are completed, as directed.
  • Run routine personnel reports from available systems as needed. Provides management, supervisors, and employees personnel data reports utilizing software such as Excel and People First Data Warehouse reports. Requires knowledge of Human Resource system (People First), Department of Management Services Data Warehouse categories to run ad hoc reports as needed. Compiles a variety of internal reports to update Social Security Administration’s internal DIODs reports on a weekly basis.
  • Assists supervisors with ensuring the separation checklists are completed within three (3) business days of separation. Ensure resignation is attached to Separation ticket. Ensure public records requests, subpoenas, or other documents are forwarded to the servicing HR via Submit Documents to HR ticket, within one (1) business day of receipt. Assist with retrieving archived termed personnel files when needed (files that were not transferred to servicing HR).
  • Provides general HR technical assistance to division staff in the interpretation of applicable human resource rules, policies and protocols as well as the internal division practices and policies. Participates as needed in the DOH Human Resource Management conference calls.
  • Performs other work duties as required.
