About The Position

This position serves as the Government Operations Consultant I within the Rural and Family Lands Protection Program (RFLPP), which acquires agricultural easements for working agricultural lands. The incumbent will be held to a high degree of responsibility and confidentiality, working independently with minimal supervision while handling applicant information for RFLPP. The role requires the ability to maintain good working relationships, adjust to changing work priorities, be computer software proficient, and meet deadlines.

Requirements

  • A high school diploma or its equivalent and six (6) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work; or A bachelor’s degree (4 years) from an accredited college or university and two (2) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work; or A master’s degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience.
  • Requires possession of a valid Class E driver license.

Responsibilities

  • Maintain the Consumer Relationship Management system (CRM) and application portal by monitoring incoming applications and reviewing all submissions for completeness and accuracy.
  • Upload and organize all application materials and supporting documentation, including letters of support, authorized representative forms, ownership transfer documents, and other required records.
  • Update owner and agent information as needed to ensure accurate applicant records.
  • Manage and track application status updates throughout the application, technical review, and selection committee process, ensuring records remain current and all documentation is properly entered, maintained, and accessible within the portal.
  • Coordinate applicant communications throughout funding cycles by notifying interested landowners, agents, representatives, and other constituents of cycle dates and provided portal access and application instructions.
  • Respond to inquiries regarding login procedures, application requirements, and program participation.
  • Review submitted applications for completeness, ensuring all required fields and supporting documentation have been provided.
  • Monitor application status, notify applicants of deficiencies and update records as additional information is received.
  • Distribute certification forms to confirm continued program participation and maintain records of participant correspondence, including withdrawal requests, by uploading documentation and updating applications statuses within the portal.
  • Support the application review process by maintaining shapefiles and maps for all submitted applications and ensuring completed mapping products are uploaded to the appropriate application records in the portal.
  • Provides administrative support to the RFLPP Program Manager in recording, tracking and reporting assignments; setting up meetings, making room and conference phone line reservations; scheduling and maintaining calendars; tracking task assignments and purchase orders to ensure timely submittal and preparation of warrant requests; providing file research and, organization and records retention support, assisting with project tracking, answering telephone calls in a professional. Courteous and effective manner and accurately transmitting information to the appropriate staff.
  • Collects, reviews, and research land use data and compiles related reports in a timely and accurate manner.
  • Performs data entry, preparation of correspondence, and assists in the development of presentations.
  • Assists the acquisitions team by requesting and monitoring contact services, including, but not limited to titles, surveys, appraisals and closings.
  • Prepares and maintains records related to acquisition services, including preparing financial and department support documentation.
  • Performs other related duties as assigned.
