This is a highly responsible professional position requiring the incumbent to act as Contract Manager for formal contracts and grants. Duties and responsibilities include, but are not limited to the following: Contract administration, management, monitoring responsibilities, such as: Evaluating contractor performance and informing management of issues with service delivery; Reviewing and approving deliverables; Reviewing, approving, and processing invoices for payment; Maintaining complete, comprehensive, current, and well-organized contract files; Providing technical assistance and training to contractors; Providing guidance and support to internal/external stakeholders as needed; Conducting onsite/desktop monitorings according to monitoring guidelines; Developing and enforcing corrective action plans, as deemed necessary; Evaluating contract effectiveness and recommending improvements to the ensure optimum service delivery; Preparing close-out reports upon contract termination, identifying the results of contracted objectives and performance; Assisting in the development and maintenance of the Special Contracts Section’s monitoring plan and schedule; Collaborating with the Bureau of Field Services program subject matter experts and providing guidance to assist in fostering positive outcomes to individuals with disabilities; Collaborating with the Departments Office of Grant Management on contract/grant development; Assisting with mentoring and cross-training of incoming contract managers within BVCS Special Contracts; Understanding federal and statutory requirements related to fiscal monitoring; Performing contract-related research, preparing reports, and presenting recommendations to management, as appropriate; and Assisting with preparing solicitations for procurement. The incumbent also performs other related duties, as assigned.

Requirements

  • An understanding of contract management and monitoring methodologies
  • A working knowledge of Florida Statutes as they pertain to procurement, contract development and monitoring
  • Data collection and analysis methodologies
  • Basic management principles and practices
  • The skills to develop recommendations, document work flow and other activities relating to the improvement of management practices
  • Project management and organizational skills
  • Report writing and presentation skills
  • Problem solving and research experience and skills
  • Ability to communicate effectively and establish and maintain effective working relationships with others

Responsibilities
