About The Position

As Government Capture and Mission Assurance Manager, you will report to the Director, Defense Mission Integration and partner closely with cross-functional teams to win and execute government-funded work. You’ll own the end-to-end capture and proposal process for prioritized state and federal opportunities—building a qualified pipeline, shaping win strategies, driving bid/no-bid decisions, and leading proposal development through on-time, compliant submission. In parallel, you’ll establish a practical mission assurance and compliance rhythm that keeps REGENT audit-ready without slowing execution. This includes translating contract and regulatory requirements into clear internal plans, maintaining a mission assurance/compliance register with owners and due dates, and building an evidence-based documentation approach that scales as work grows. Success in this role looks like building repeatable systems: a pipeline review cadence with clear next steps, a proposal production process with structured reviews and compliance checks, and a focused plan to close priority compliance gaps for active and near-term work. Requirements

  • Bachelor’s degree in Political Science, Business Administration, Marketing, Engineering, or a related field (or equivalent experience)
  • 3+ years of experience in government capture/proposals and/or compliance (DoD or adjacent)
  • Demonstrated experience running proposal timelines and structured reviews ($500k - $5M+) and leading proposal efforts for DoD and Non-DoD sectors
  • Working knowledge of government contracting and compliance domains relevant to this role (e.g., FAR/DFARS, ITAR, cybersecurity, reporting)
  • Strong written and verbal communication skills; able to synthesize complex requirements into clear plans and deliverables
  • Strong project management skills; able to drive cross-functional work to deadlines in a fast-paced environment
  • Proficiency in Microsoft Office and proposal management tools/systems

Nice To Haves

  • SBIR/STTR experience
  • EVMS experience (implementation or compliance readiness)
  • Experience in the Aerospace, Maritime, or Defense sectors
  • PMP or similar certification
  • Familiarity with electric propulsion systems and/or aviation and maritime transportation

Responsibilities

  • Identify, track, and qualify opportunities across DoD and non-DoD sources; synthesize requirements, competitive context, and recommended pursuit strategy
  • Lead bid/no-bid recommendations with clear rationale (strategic fit, resourcing, risks, probability of win, timeline)
  • Build proposal schedules, assign owners, and drive execution through submission
  • Coordinate cross-functional inputs (technical, finance, legal, program, security/IT) and turn them into clear, compliant proposal narratives
  • Create and maintain core artifacts (capture plan, proposal outline, compliance matrix, review plan, lessons learned)
  • Translate contract and regulatory requirements (e.g., FAR/DFARS, ITAR, cybersecurity, reporting) into an internal implementation plan with owners and deadlines
  • Maintain audit-ready documentation (policies, evidence, training records) and drive closure on gaps through partnering teams
  • Plan and run periodic internal assessments/audits and document findings, remediation plans, and status updates
  • Stay current on relevant regulatory changes and incorporate updates into internal processes and guidance
  • Represent REGENT with government stakeholders and partners at targeted industry events to support capture objectives (relationship-building, intel gathering, teaming)
  • Support long-term readiness efforts (e.g., EVMS compliance roadmap, facility clearance process) in partnership with internal owners
