About The Position

This Career Service position serves as a Data and Evaluation Analyst for the Medical Foster Care (MFC) Program’s Quality Improvement Unit, operating within the Bureau of Specialty Programs under the Division of Children’s Medical Services at the Florida Department of Health. The analyst is primarily responsible for managing the program's data analysis and evaluation components, which includes utilizing quantitative and qualitative data to assess program implementation and drive evidence-based operational improvements. Working both independently and collaboratively, the incumbent must be highly detail-oriented and possess strong analytical problem-solving capabilities to advance the unit's robust quality agenda. The individual in this role must demonstrate technical competency in statistical analysis, trend depiction, and data visualization to translate complex operational findings into accessible graphical presentations. Additionally, the position requires proficiency in ArcGIS or equivalent mapping software to perform spatial analysis, track service delivery, and support strategic program planning. Beyond technical duties, the analyst will take an active role in collaborating with program staff and colleagues, providing data-driven insights to support quality assurance, performance monitoring, and the overall strategic implementation goals of the MFC Program.

Requirements

  • Two (2) years of professional experience in data analysis, program evaluation, or quality assurance monitoring.
  • Valid Florida Driver's license
  • Demonstrated education or experience in program evaluation, data tracking, big data manipulation, and applying descriptive and inferential statistics to operational data.
  • Advanced skills in Microsoft Office Suite (Excel, Word, PowerPoint, Teams), statistical software packages, enterprise business intelligence (BI) systems for data querying, and ArcGIS mapping functions.
  • Ability to organize complex, multi-wave performance data into accessible, user-friendly graphical presentations and progress reports.
  • Ability to communicate professionally in speech and writing, facilitate strategic operational exchanges, and maintain effective relationships with internal and external stakeholders.
  • Strong organizational skills, acute attention to detail, and the ability to independently plan, coordinate, and prioritize complex program evaluation assignments.
  • Openness to feedback and critique, commitment to internal/external customer service, and knowledge of or experience within the social sciences, public health, or human services field.
  • Ability to securely access, query, and retrieve information from administrative computer data systems and web platforms.
  • Must be able to learn and communicate effectively, orally and in writing, in English.

Nice To Haves

  • Bachelor's degree or higher from an accredited college or university in public health, public administration, data science, statistics, social sciences, or a closely related field involving program evaluation or data analytics.
  • Professional experience in data analytics, operational tracking, or program evaluation can substitute on a year-for-year basis for the required college education.
  • A master's degree in a related field can substitute for one (1) year of the required experience.

Responsibilities

  • Apply mixed data approaches (quantitative and qualitative) to monitor program implementation activities.
  • Develop and execute quality assurance tools to evaluate compliance with Medical Foster Care (MFC) program models.
  • Assess operational workflows to identify barriers to effective program delivery.
  • Manipulate complex raw administrative data and multi-wave longitudinal program performance data.
  • Conduct advanced data analysis to evaluate trend lines and track performance over time.
  • Translate analytical findings into actionable quality improvement activities and strategic updates.
  • Track and evaluate foster care applicant recruitment pipelines and onboarding data.
  • Analyze implementation metrics within the Family Match recruitment software.
  • Optimize data tracking systems to improve strategic foster home placements and timeliness.
  • Generate professional charts, graphs, tables, and maps to visualize program reach and performance.
  • Utilize enterprise business intelligence (BI) tools (such as Qlik, Power BI, or equivalent systems) to track operational metrics and depict trends.
  • Utilize varied social, demographic, and population data sets to map service gaps.
  • Translate complex performance statistics into user-friendly visual assets for diverse stakeholders.
  • Perform comprehensive process reviews and formal program evaluations.
  • Analyze key performance metrics to measure overall program impact and efficacy.
  • Provide evidence-based, actionable recommendations to staff and leadership to optimize operations.
  • Serve as the subject matter expert on data tracking requirements and performance measurements.
  • Advise management on data-driven strategies for program goal attainment.
