About The Position

The Global Trade Import Manager is responsible for establishing, managing, and continuously improving corporate import compliance programs for Bass Pro Shops, Cabela's, White River Marine Group, Tracker Marine Boat Center, and affiliated business units. This role ensures compliance with U.S. Customs and Border Protection (CBP), Canada Border Services Agency (CBSA), and other Partner Government Agency (PGA) requirements related to imported merchandise, customs entries, product admissibility, classification, valuation, country of origin, trade agreements, duty programs, and supply chain security. The manager will act as a subject matter expert, supporting day-to-day import operational transactions, customs brokerage activity, entry accuracy, tariff classification, valuation, PGA requirements, customs holds, audit readiness, and regulatory change management. The position oversees customs entry processes, ensuring accurate and timely import declarations, and leads the development, implementation, and management of a first sale program. Collaboration with customs brokers, freight forwarders, carriers, merchants, product development, logistics, distribution, and other internal stakeholders is crucial for ensuring product and shipment compliance. The role involves resolving import holds, customs valuation issues, HS code challenges, PGA admissibility issues, documentation discrepancies, and other risk-related delays. Proactively identifying potential import compliance risks and implementing corrective actions is a key responsibility. The manager will lead tariff classification processes, support country-of-origin analysis, monitor and interpret new customs and trade regulations, and develop procedural changes as required. This includes developing and maintaining import compliance manuals, standard operating procedures, internal controls, and training materials. The role also involves leading import compliance audits, internal reviews, broker audits, post-entry reviews, first sale reviews, and corrective action processes. Maintaining recordkeeping and document management processes, providing data analysis and reporting, and participating in broker evaluations are also part of the responsibilities. The manager will lead the development and implementation of import compliance systems, tools, controls, and reporting processes, and support C-TPAT, ISA, and other supply chain security or trusted trader programs. Active participation in industry groups and trade associations is expected, as is motivating, guiding, and leading Global Trade Compliance associates. This position may require domestic and international travel and a commitment to Bass Pro's core values.

Requirements

  • Minimum 7 years of experience in an import compliance, global trade compliance, customs brokerage, logistics, or international trade environment.
  • 3 years in a supervisory position.
  • Knowledge of supply chain operations, including warehousing, transportation, customs brokerage, freight forwarding, and movement of freight internationally.
  • Strong working knowledge of CBP, CBSA, PGA requirements, customs valuation, HTS/HS classification, country of origin, trade agreements, duty programs, first sale programs, and import documentation.
  • Skilled knowledge of C-TPAT, ISA, broker management, customs audits, import internal controls, and duty optimization programs.
  • Excellent written and oral communication skills.
  • Analytical ability to gather, interpret, and communicate complex trade compliance information.
  • A self-starter with the ability to meet or exceed deadlines, multi-task, and maintain flexibility in a fast-paced changing environment.
  • Capacity to interpret, understand, and ensure Bass Pro's compliance with complex regulatory documents.
  • Capability to establish working relationships with associates at all levels, service providers, and government agencies.
  • A valid passport and driver's license are required.

Nice To Haves

  • U.S. Customs Broker License is preferred or the ability to obtain one within the first two years in the position.
  • Certified Customs Specialist, Certified Export Specialist, or other trade compliance certification is a plus.
  • Experience supporting high-volume container imports, retail distribution, regulated merchandise, marine products, cross-border Canada activity, or first sale program administration preferred.
  • Familiarity with AS400, JDA, Microsoft Office, customs brokerage systems, and trade compliance systems preferred.

  • Leading tariff classification processes, including HTS, HS, PGA flagging, duty rates, free trade agreement eligibility, and supporting documentation.
  • Supporting country-of-origin analysis, marking requirements, free trade agreement qualification, first sale eligibility, and duty savings opportunities.
  • Monitoring and interpreting new customs and trade regulations and laws; communicating business impacts to senior leadership and developing procedural changes as required.
  • Developing and maintaining import compliance manuals, standard operating procedures, internal controls, and training materials.
  • Leading import compliance audits, internal reviews, broker audits, post-entry reviews, first sale reviews, and corrective action processes.
  • Maintaining recordkeeping and document management processes related to import transactions, entries, rulings, audits, first sale documentation, and customs correspondence.
  • Providing data analysis and reporting for import operations, compliance performance, customs activity, duty spend, first sale program performance, broker performance, and management visibility.
  • Participating in broker evaluations, business reviews, service provider scorecards, and performance improvement activities.
  • Leading the development and implementation of import compliance systems, tools, controls, and reporting processes.
  • Supporting C-TPAT, ISA, and other supply chain security or trusted trader programs.
  • Actively participating in industry groups and trade associations.
  • Motivating, guiding, and leading Global Trade Compliance associates, analysts, or specialists supporting import operations, including development, training, coaching, and reviews.
