About The Position

OUC - The Reliable One, is presently seeking a GIS Technician to join the Technology division. In this role, you’ll maintain and update GIS datasets using ArcGIS Desktop, interpret plats and engineering documentation, perform quality control checks, and collaborate closely with engineering and operations teams to ensure all asset information is current and dependable for operational use. This is a 100% office-based role focused on data accuracy, workflow consistency, and supporting internal partners. You’ll work primarily in ArcGIS Desktop for daily editing, with opportunities to gain experience in ArcGIS Pro as OUC continues modernizing its GIS environment. Requirements

  • High school diploma or GED
  • At least 6 months of civil, electrical, utility, construction, GIS, or AutoCAD experience
  • Strong GIS fundamentals with experience in ArcGIS Desktop
  • Ability to interpret plats, as‑builts, land descriptions, and engineering drawings
  • High attention to detail and strong commitment to data accuracy
  • Ability to work in a fast-paced, deadline-driven environment (30‑day SLA)
  • Clear communication skills and a customer‑focused mindset
  • Curiosity and proactive learning, especially in the first 90 days
  • Working knowledge of plat books, maps, and software procedure manuals
  • Working knowledge of databases using GIS
  • Working knowledge of maps of routes to locate equipment in the field
  • Working knowledge of updated maps as new data is received relative to new subdivisions, developments and other projects
  • Ability to print maps for other business units according to their needs and/or business protocols
  • Working knowledge of equipment (i.e. Handheld computer with GPS receivers, Camera, Measuring devices, Calculators, Personal computer and associated peripherals)
  • Working knowledge of Software Applications (i.e. PSERM, CC&B, AutoCAD, ArcGIS and ArcFM desktop applications, Adobe Reader)
  • Effective communication skills, both verbal and written
  • Ability to prioritize work and research information to complete work independently
  • Ability to work within deadlines to complete projects and assignments
  • Ability to interpret land descriptions, maps, drawings, charts, plans and aerial photos
  • Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages
  • Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, scanner, etc.)
  • Minimum of six (6) months experience civil, electrical, utility or building experience; and/or 6 months experience in AutoCAD and GIS coursework
  • Valid driver’s license
  • Applicants must be legally authorized to work in the United States at the time of application.

Nice To Haves

  • Exposure to ArcGIS Pro is a plus
  • Familiarity with ArcFM is helpful but not required
  • Exposure to modern GIS data models or ESRI Utility Network concepts is preferred
  • Utility GIS experience (electric, water, wastewater)
  • Familiarity with CC&B, PSERM, or similar utility systems

Responsibilities

  • Update and maintain all electric/water infrastructure in the Geographic Information Systems (GIS) databases to ensure the information reflects the most current and accurate geographic locations and infrastructure attributes.
  • Create, maintain and update GIS databases using ArcGIS and ArcFM desktop.
  • Use of AutoCAD for general edits to detail drawings, permits, and plans received to new subdivisions and/or new developments.
  • Perform field work including collecting the location of the electric and water equipment using GPS equipment.
  • Provide service, accurate information, resources, answers to questions and inquiries to other staff within, and outside of the business unit including external customers.
  • Perform quality control checks on new GIS infrastructure data posted by fellow GIS Technicians.
  • Perform other duties as assigned.
