About The Position

Under general supervision, performs routine to complex technical Geographic Information Systems (GIS) and drafting work on assigned engineering/mapping related projects; updates and maintains GIS/mapping data and system; performs related duties as required. This position is responsible for data entry and maintaining the Geographical Information System databases for engineering and related documents. This position is directly supervised by the Asset Management Supervisor. It does not supervise any staff.

Requirements

  • High school graduation or equivalent
  • Two years’ experience producing maps using GIS software, such as Esri ArcGIS Pro, QGIS, or similar platforms.
  • Knowledge of Principles, techniques, and functions of Geographic Information Systems (GIS), including map development, data compilation, drafting, and computerized mapping methods.
  • Knowledge of GIS hardware and software such as ArcGIS Pro, ArcGIS Online and ArcGIS Enterprise (Portal), Utility Network, and integrating with regional GIS datasets.
  • Knowledge of Creation of interactive web maps.
  • Knowledge of Principles, processes, programs, and equipment used to produce maps, transparencies, and color layouts with appropriate resolution and clarity; and both vector and raster graphics.
  • Knowledge of GIS data set compilation methodologies, quality control and research techniques.
  • Knowledge of Basic technology troubleshooting related to GIS programs.
  • Knowledge of Principles of surveying and field data collection.
  • Knowledge of Water and wastewater system components common to the industry, including pipes, valves, meters, and manholes.
  • Ability to Communicate clearly and concisely, both orally and in writing.
  • Ability to Establish and maintain effective working relationships with employees and those contacted in the course of the work.
  • Ability to Read, interpret, and utilize maps.
  • Ability to process, assess, and verify relevant data, and perform calculations.
  • Ability to prepare accurate maps and charts from multiple data layers.
  • Ability to Operate computers and applicable software proficiently, including GIS applications such as ArcGIS Enterprise (Portal), ArcGIS Pro, and Utility Network.
  • Ability to Maintain, compile, assess, implement, and operate GIS databases and related systems.
  • Ability to analyze spreadsheet/chart data and apply to map creation.
  • Ability to Train employees on applicable GIS programs and related systems.
  • Ability to Prepare clear and concise reports.
  • Ability to organize and prioritize workload.
  • Ability to work independently without continual oversight.
  • Ability to Scan and create maps, mylars, and GIS materials.
  • Ability to Letter neatly and clearly by freehand and mechanical methods.
  • Ability to create both freehand and computer-generated notations illustrations.

Nice To Haves

  • Prior experience and demonstrated proficiency in ArcGIS Pro, Online, and Utility Network
  • Detail-oriented, strong record-keeping, and performs effective quality control on own work
  • Ability to work successfully with a variety of people at different levels of the organization
  • Experience with programming or script writing, particularly with Python or Arcade
  • Demonstrated ability to identify and prioritize own work tasks without continuous oversight.
  • GIS or engineering experience with water or wastewater components is highly desirable.
  • A GIS certificate from an accredited program is desirable but not required.

Responsibilities

  • Interprets engineering plans, as-built documents, plat maps, legal descriptions, and related records to create, edit, maintain, and update GIS assets, datasets, metadata, data dictionaries, drafting records, and as-built documentation.
  • Conducts spatial/surface analysis; researches, integrates, validates, and maintains geographic and spreadsheet/chart data from public and private sources; ensures GIS data accuracy and integrity through quality control processes; and coordinates GIS and asset data updates with CMMS and asset management systems.
  • Produces maps, graphics, charts, technical drawings, engineering reports, final map products, and large-format reproductions for District departments, the Board of Directors, and external agencies; prepares and provides GIS data and mapping updates as required.
  • Maintains, and participates in the testing, debugging, and implementation of, GIS applications and related software; conducts GIS needs assessments; collaborates with staff to identify and provide required data; and trains users through presentations, tutorials, and technical support.
  • Maintains and catalogs as-built files, mylars, records, and correspondence; operates and maintains plotters, copiers, graphics equipment, and related software; manages supplies and coordinates equipment repairs.
  • Operates copiers, office equipment, and computer software & programs required for the work.
  • Performs duties in a timely and professional manner and works well with others or in a team setting; establishes and maintains cooperative working relationships.
  • Regular attendance and adherence to prescribed work schedule to conduct job responsibilities; may be called upon to respond to emergency operations as a disaster service worker and support Emergency Operations Center activities.
  • Observes safe work practices and safety methods; performs other duties as assigned.
