About The Position

The GIS / Technical Support Specialist provides onsite technical and geospatial support to clients following a hurricane, severe storm, or other disaster event. Working within the State Emergency Operations Center (EOC) or client specific location, this position assists with maintaining, organizing, analyzing, and displaying information used to support situational awareness and emergency operations. The position is well suited for an individual with a background in information technology, technical support, data management, GIS, or a related technical field who is comfortable learning new applications and working with data and mapping tools. Prior emergency management experience is preferred. This is an onsite, project-specific position. Work schedules may vary based on emergency operations and may include extended hours, evenings, weekends, holidays, and rotating shifts.

Requirements

  • Strong general computer and technical skills.
  • Comfortable working with data, spreadsheets, databases, and web-based applications.
  • Familiarity with GIS or mapping applications such as ArcGIS, ArcGIS Online, Google Earth, or similar platforms.
  • Proficiency with Microsoft Office applications, particularly Excel.
  • Ability to learn new software and technical applications quickly.
  • Basic understanding of data organization, file management, and information systems.
  • Ability to troubleshoot basic technical and data-related issues.
  • Strong attention to detail and accuracy.
  • Ability to organize and manage information from multiple sources.
  • Good written and verbal communication skills.
  • Ability to work collaboratively with technical and non-technical staff.
  • Ability to prioritize assignments and respond to changing needs in a fast-paced environment.
  • Dependable, adaptable, and comfortable working under time-sensitive conditions.
  • Bachelor’s degree in Information Technology, Computer Science, Geographic Information Systems (GIS), Geography, Data Analytics, Information Systems, or a related technical field preferred; relevant work experience may be considered in lieu of a degree.
  • Three (3) or more years of experience in IT support, GIS, data management, technical support, information systems, data analysis, or a related area preferred.
  • Experience working with spreadsheets, databases, web applications, or data-management systems.
  • Ability to work for extended periods at a computer workstation.
  • Ability to operate standard computer and office equipment.
  • Ability to communicate effectively in person, virtually, and by telephone.

Nice To Haves

  • Prior emergency management experience is preferred.
  • Experience with ArcGIS Online, ArcGIS Pro, dashboards, Survey123, Field Maps, or similar applications is a plus.
  • Previous government, public safety, emergency management, or disaster response experience is preferred.

Responsibilities

  • Provide onsite technical and GIS support within the State Emergency Operations Center or client specific location.
  • Assist with creating and updating maps, dashboards, spreadsheets, databases, and other information products used during emergency operations.
  • Collect, organize, enter, update, and maintain information received from state agencies, local governments, field teams, and other sources.
  • Assist with displaying information related to storm impacts, road closures, shelters, debris, flooding, infrastructure impacts, resource locations, and other operational activities.
  • Support the maintenance and updating of web-based maps and GIS applications.
  • Import, export, organize, and manage data from spreadsheets, databases, mapping applications, and other information systems.
  • Review information for completeness, accuracy, and consistency and assist with resolving basic data issues.
  • Support EOC staff with technical requests involving mapping, data, reports, dashboards, and information systems.
  • Assist with preparing maps, graphics, reports, and other materials for operational meetings and briefings.
  • Perform basic troubleshooting of GIS applications, databases, data connections, and other technical tools.
  • Assist users with accessing and navigating approved GIS and information-management applications.
  • Maintain organized electronic files, data repositories, and documentation.
  • Coordinate with IT, GIS, emergency management, and other technical personnel to address system or data needs.
  • Assist with mobile or field data collection applications, when needed.
  • Participate in EOC meetings, briefings, and operational activities as requested.
  • Follow established procedures for data security, confidentiality, and information sharing.
  • Perform other technical, GIS, data management, and EOC support duties as assigned.
