About The Position

The Texas Water Development Board (TWDB) is dedicated to ensuring a secure water future for Texas and its citizens. This mission is crucial for the state's natural resources, health, and economic development. To achieve its goals, TWDB provides water planning, data collection and dissemination, financial assistance, and technical assistance. The agency faces intensified needs due to significant population growth and recurrent severe droughts, requiring effective and efficient goal accomplishment. This position is for a GIS Programmer and requires applicants to apply through the State of Texas CAPPS online application system.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor’s degree in Computer Science, Information Science, Management Information Systems, Information Technology, Geography (GIS-related), or a related field.
  • Seven years of relevant work experience in programming web-based applications using ASP.NET, C#, HTML, CSS, Python, and JavaScript.
  • Relevant education and experience can be substituted for each other on a year-for-year basis.
  • Knowledge of local, state, and federal laws and regulations relevant to the Application Development Department.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of computer programming and systems analysis principles, practices, and techniques.
  • Knowledge of the Software Development Life Cycle (SDLC).
  • Knowledge of relational databases.
  • Knowledge of Microsoft SQL Server 2017 or higher including database management and development tools and Reporting Services.
  • Knowledge of Microsoft Visual Studio.NET 2017 or higher.
  • Knowledge of Git version control systems.
  • Knowledge of Microsoft Internet Information Services.
  • Knowledge of Windows Server 2016 or higher.
  • Skills in using Microsoft Office programs such as Word, Excel, and Access.
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Skills in computer programming.
  • Skills in the development of ASP.NET, C#, HTML, CSS, Python, and JavaScript applications.
  • Skills in the development of GIS web applications.

  • Previous experience with Azure DevOps.
  • Experience programming as a full-stack developer.
  • Experience developing applications using ASP.NET Web Forms, Model View Controller (MVC) and/or Core.
  • Experience developing GIS applications using Esri products including ArcGIS Pro, ArcGIS APIs for Developers, ArcGIS Enterprise, and ArcGIS Online.
  • Experience designing and developing reports using Microsoft SQL Server Reporting Services, Microsoft SQL Server Management Studio, and Business Intelligence Development Studio.

  • Experience working for a State of Texas agency.
