About The Position

Under the general supervision of the Land Use Bureau Chief, manages the design, implementation, operation, and maintenance of Stamford’s Geographic Information System (GIS). Manages, coordinates, maintains and updates the City’s geographical data across city divisions. Maintains compatibility of geographical data with other City data and systems. Establishes standards for creation and maintenance of City data across divisions. Manages access of all City staff to geographic information systems and consistency in procedures. Performs related work as required. Supervision Received: Under the general supervision of the Land Use Bureau Chief. Supervision Exercised: Supervises GIS staff.

Requirements

Graduation from an accredited college or university with a bachelor’s degree in Geography, Computer Science, Planning or related field, and five (5) years of experience in the GIS technology field, including Arc/Info GIS modules and programming language, of which two (2) years shall include project management or supervisory experience OR an equivalent combination of training and experience.
Ability to work with individuals from diverse backgrounds.
Thorough knowledge of GIS systems, technologies and applications.
Proficient in ESRI ArcGIS software platform including ArcGIS Desktop, ArcGIS Pro, Utility networks, ArcGIS Server and ArcGIS Online.
Working knowledge of relational database systems.
Proficient in administration of enterprise geodatabases.
Ability to understand and follow written and oral directions.
Ability to communicate effectively, both orally and in writing.
Ability to plan, coordinate and supervise the work of others.
Ability to deal effectively with others.
Ability to read and understand complex written material such as Planning and Zoning regulations.
Ability to read and use survey maps, architectural plans, aerial and satellite photos.

Nice To Haves

A Master’s degree in Geography, Computer Science, Planning or related field may substitute for one year of work experience.

Responsibilities

Within the GIS, creates adapts and maintains cadastral, planimetric, hydrographic and other data layers; ensures these layers are current and in compliance with GIS mapping standards.
Supervises the development of customized GIS applications.
Manages GIS application development, integration, and support of GIS custom applications and GIS enabled COTS systems.
Issues RFPs and manages projects involving third party providers of geographic data or systems.
Creates and enforces standards and policies for geographic systems and data citywide and across divisions and agencies.
Manages the conversion of legacy geographic data into current data formats.
Supports integration of geographic data and systems into other City software applications and systems.
Supervises GIS staff.
Reviews, checks and if necessary corrects and updates all city-maintained geographical data for consistency and integrity and for compliance with GIS mapping standards and other standards and requirements.
Conducts complex geographic analyses for citywide applications and use cases.
Manages generation and collection of geographic data and information in the field, internet and other sources.
Provides training to GIS users citywide.
Coordinate and manage data sharing across City agencies and non-city agencies, such as the COGs or the State.
Manages access to City GIS data and systems for all City staff and the public.
Develops online resources for city staff and the public to access geographical data and information.
Automates manual GIS processes using geoprocessing models and python scripting.
Designs graphics for reproduction and printing for public distribution illustrating plans/data generated.
Fulfills GIS map and data requests from City departments.
Performs GIS enterprise geodatabase administration and configuration within a versioned environment.
Provides GIS administrative support for critical enterprise applications such as 911 computer aided dispatch (CAD) software and building permit software.
Manages GIS operating and capital budget.
Provides GIS support for emergency management during critical incidents.
Performs related duties as required.
