About The Position

Broccolini is seeking an experienced Regional Health, Safety & Environment (HSE) Manager to lead HSE operations across its Quebec construction portfolio. This is a leadership role responsible for the strategic direction, implementation, and continuous improvement of Broccolini’s HSE program across all active Quebec sites. Reporting to the Corporate HSE Director, the Regional HSE Manager provides direct oversight to a team of HSE Supervisors and HSE Coordinators.

Requirements

  • Minimum 8-10 years of progressive HSE experience in the construction industry, with at least 3 years in a supervisory or management capacity.
  • In-depth knowledge of Quebec occupational health and safety legislation, including the AOHS, AIAOD, Safety Code for the Construction Industry, and applicable environmental regulations.
  • Demonstrated experience managing multi-site HSE programs in a general contractor or construction management environment.
  • Proven track record leading and developing HSE teams.
  • Experience managing regulatory relationships, including Ministry of Labour interactions and stop-work orders.
  • Strong incident investigation skills, including root cause analysis methodologies.
  • Degree or diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • Canadian Registered Safety Professional (CRSP) designation or actively working toward designation.
  • Valid driver's license and ability to travel regularly across Quebec project sites.
  • CPR/First Aid certification.

Nice To Haves

  • Experience in industrial, commercial, or institutional (ICI) construction.
  • Familiarity with Salus Pro or equivalent HSE management platforms.
  • Experience working with client compliance platforms such as Avetta
  • National Construction Safety Officer (NCSO) certification.
  • Bilingualism (French & English) is required, as this role regularly collaborates with project teams, clients, consultants, subcontractors, and corporate stakeholders across Quebec and other Canadian provinces.

Responsibilities

  • Lead the development, implementation, and continuous improvement of Broccolini’s HSE program across all Quebec construction sites.
  • Set and communicate clear HSE performance standards, objectives, and targets at the regional level.
  • Drive a results-oriented safety culture that integrates accountability at every level of the project team.
  • Collaborate with the Corporate HSE Director and Ontario Regional HSE Manager to align regional strategies with corporate direction.
  • Represent Broccolini HSE interests in executive, senior leadership, and client-facing settings.
  • Contribute to the annual review and update of the corporate HSE program.
  • Directly manage and support HSE Supervisors across Quebec, providing guidance, mentorship, and performance oversight.
  • Conduct regular performance reviews for direct reports; support the professional development of HSE Supervisors and Coordinators.
  • Facilitate regional HSE Supervisor meetings and cross-site knowledge sharing.
  • Build team capacity to deliver consistent HSE outcomes as Broccolini’s Quebec portfolio grows.
  • Ensure adequate HSE resourcing on all active projects.
  • Maintain current knowledge of Quebec occupational health and safety legislation, including the Act Respecting Occupational Health and Safety (AOHS), the Act Respecting Industrial Accidents and Occupational Diseases (AIAOD), the Safety Code for the Construction Industry, and applicable environmental regulations.
  • Serve as the primary HSE point of contact with the CNESST and other regulatory authorities.
  • Oversee compliance and due diligence across all regional projects; escalate critical issues to the Corporate HSE Director.
  • Lead or oversee complex incident investigations; ensure root cause analysis and corrective actions are completed and documented.
  • Oversee client compliance platform management (e.g., Avetta) at the regional level.
  • Review and approve site-specific HSE plans, emergency response procedures, and risk assessments.
  • Ensure environmental management practices are embedded in all site operations.
  • Oversee the regional audit and inspection program; review audit results and ensure timely resolution of findings.
  • Analyze HSE performance data and trends; report on leading and lagging indicators to the Corporate HSE Director.
  • Identify systemic gaps and lead targeted improvement initiatives across the region.
  • Oversee HSE mobilization standards for new project starts, ensuring consistent setup of documentation, emergency response plans, and site-specific procedures.
  • Manage and oversee the Salus Pro platform at the regional level, ensuring data integrity and timely reporting.
  • Support the development and revision of corporate HSE policies, programs, and training materials.
  • Represent regional HSE at the Corporate Joint Health & Safety Committee.
  • Oversee the proper functioning of site-level Joint Health and Safety Committees (Comités de santé et sécurité) and worker representative programs, in accordance with Quebec regulatory requirements.
  • Engage with senior project management, general superintendents, and project directors on HSE planning and risk management.
  • Build and maintain effective relationships with trade partners, clients, and external consultants on HSE matters.
