About The Position

ICF is seeking an experienced Geospatial Technical Architect to lead the design and integration of geospatial capabilities supporting mission-critical systems for Federal land management agencies, including USFS, USDA, DOI, and BLM. This role ensures geospatial services, data pipelines, and mapping platforms are scalable, performant, and aligned with enterprise architecture and mission workflows. The ideal candidate brings deep experience designing enterprise GIS architectures and guiding development teams in implementing geospatial capabilities that support operational mapping, spatial analysis, and situational awareness. Job Location: This position requires that the job be performed in the United States.  If you accept this position, you should note that ICF does monitor employee work locations and blocks access from foreign locations/foreign IP addresses, and also prohibits personal VPN connections. You may be asked to travel once a quarter to an office. Our core work hours are 10am - 4pm Eastern Time with the option to start earlier or work later depending on your time zone.

Requirements

  • Bachelor’s degree in Geographic Information Systems (GIS), Geography, Computer Science, Engineering, or related technical field.
  • 10+ years of experience developing or supporting geospatial systems, including spatial data management, GIS application development, and enterprise geospatial architecture.
  • Ability to obtain and maintain a Public Trust clearance; must reside in and be authorized to work in the United States.

Nice To Haves

  • Master’s degree in GIS, Geography, Computer Science, Engineering, or related discipline.
  • Experience supporting Federal agencies or programs involving land management, environmental data, or geospatial operations.
  • Experience designing enterprise GIS architectures using platforms such as ESRI ArcGIS, QGIS, spatial databases, and geospatial APIs.
  • Experience integrating geospatial services with enterprise systems and cloud-based platforms.
  • Familiarity with geospatial data standards, metadata governance, and operational mapping systems.
  • Experience supporting high-availability geospatial systems used for operational or analytical decision-making.
  • Strong analytical and technical problem-solving capabilities with the ability to design scalable geospatial solutions supporting mission needs.
  • Excellent written and verbal communication skills, with the ability to explain geospatial architecture concepts to both technical teams and program leadership.
  • Proven ability to collaborate across multidisciplinary teams and guide engineers implementing geospatial capabilities.
  • Ability to balance operational requirements, technical constraints, and long-term system sustainability in Agile delivery environments.

Responsibilities

  • Lead the design and implementation of enterprise geospatial architectures supporting operational mapping, spatial analysis, and situational awareness.
  • Define and guide GIS service architecture including map, feature, imagery, and tile services to support scalable and reliable geospatial capabilities.
  • Establish geospatial data management practices and standards, including governance for spatial datasets, metadata, and data lifecycle management.
  • Design integration patterns connecting geospatial services with enterprise applications, APIs, and cloud-based platforms.
  • Optimize performance and scalability of map services and spatial data pipelines to support mission-critical workloads.
  • Advise engineering teams on geospatial tools, platforms, and architecture approaches to support modern GIS and cloud-based implementations.
  • Support development teams implementing geospatial capabilities and ensure alignment with enterprise architecture and security constraints.
  • Provide technical guidance on geospatial platform selection, architecture modernization, and operational continuity.
