About The Position

Under limited supervision, the Geographic Information System (GIS) manager will perform the independent analysis, design, implementation, modification and upgrade of agency applications for geographic information systems and spatial data for the agency. To include statistical analysis, processing, automation of spatial data and advanced cartographic products. Emphasis will be placed on supporting Emergency Response and Health related Deputy Areas. Design, develop, implement, maintain and provide technical support for geographic information systems and user applications as assigned to support health related program areas activities. Creates Spatial solutions that supports mission-critical activities in support of emergency operations. Provide technical back-up for other applications as assigned. Adheres to Information Technology application development standards. Perform statistical analysis of spatial data to include data processing, automation, and data quality to ensure data credibility. Develop, maintain, and monitor spatial data services. Maintains emergency response data layers. Provide technical backup to other spatial data sets as assigned. Design advanced cartographic products to meet customer requirements. Act as technical consultant to customers and work with other technology staff to ensure applications adhere to Information Technology application development standards. Provides leadership with situational awareness and operational decision making during emergencies. Assist with problem resolution. Prepare and maintain system documentation for applications supported. Provide appropriate administrative documentation/project communication. Other duties as assigned related to the position.

Requirements

  • A bachelor's degree in geography or a related field
  • A minimum of two (2) years work experience in the development, implementation, and maintenance of user applications for geographic information systems.
  • Environmental Systems Research Institute Arc Geographic Information System (ESRI ArcGIS) - two (2) years experience
  • American National Standards Institute Structured Query Language (ANSI SQL) experience - two (2) years
  • Network Enabled Technologies (NET) and/or C# - two (2) years experience
  • Knowledge of GIS software standards and capabilities, database design and spatial statistics.
  • Ability to establish working relationships with management, committee / work team members and customers.
  • Ability to communicate effectively both orally and in writing.
  • Customer-oriented and respond to priority tasks as needed.
  • Some after-hour and weekend work may be required that will also include supporting the Asset Control Center (ACC) prior to, during, and post activities associated with an emergency event.
  • An associate's degree in a related field or high school diploma and relevant work experience.
