About The Position

Woolpert is hiring a GeoBase Program Training Coordinator to work at Lackland Air Force Base (AFB) in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland AFB and 1 day working remotely. The GeoBase Program Training Coordinator will be a part of a dynamic fast-paced team supporting the United States Department of the Air Force (DAF) for the DAF GeoBase Program, which manages Air Force Civil Engineering GIS data and capabilities in an enterprise environment. The Coordinator will plan, develop, deliver, and maintain GeoBase training and education services. Training will span a range of formats to include instructor-led, virtual, and hybrid. Coordinator will also be tasked with development of self-paced DAF GeoBase Program analyst and end user instruction modules. Developed training will support both initial qualification as well as sustainment training for GeoBase personnel and associated stakeholders.

Requirements

  • U.S. citizenship
  • Active Tier 1 Investigation (NACI - National Agency Check and Inquiries), security clearance, or the ability to pass a Tier 1 Investigation
  • Willingness to undergo a pre-employment background check and drug screening
  • A related degree (Geography, Geospatial Technology, GIS, etc.) or comparable formal training, certification, or work experience
  • Two plus (2+) years of relevant training development and/or implementation experience
  • Four (4) years of geospatial experience:
  • Extensive knowledge of Esri ArcGIS software and capabilities:
  • Four (4) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
  • Four (4) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)
  • Enterprise GIS management:
  • Two (2) years of experience working with enterprise GIS databases conducting Quality Assurance/Quality Control (QA/QC) processes in multi-editor environments
  • Two (2) years of experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard, or other defined spatial data model
  • Project management:
  • Two (2) years of experience managing projects where demonstrated design and guidance of workflows resulted in successful completion of client tasks or deliverables
  • Two (2) years of experience with project management methodology, preferably the Agile method using Atlassian software, or similar methods/platforms
  • Four (4) years of experience in a role requiring:
  • Excellent problem-solving and consulting skills with emphasis on client and team member engagement
  • Proven experience providing excellent customer service
  • Strong technical proficiency using Microsoft Office products
  • Excellent written and verbal communication skills necessary for our dynamic working environment
  • Attention to detail and proven experience meeting data quality assurance and accuracy standards
  • Strong organizational, time management, and analytical skills
  • Ability to work independently, collaboratively as part of a team, and as a member of a large organization
  • Ability to offer constructive feedback and problem solving, as well as clear direction to support goals

Nice To Haves

  • Experience with the DAF GeoBase Program
  • Military geospatial or civil engineering experience, especially as a USAF 3E5, Army 12Y, 12T, 35G, or 21S, USMC 1361, Navy Seabee Engineering Aide, CEC, or FST, or other related background
  • Experience with military training or training in a military environment
  • Proficiency with Esri ArcSDE, ArcGIS Server, or ArcGIS Enterprise
  • Experience with database management software, Oracle, or SQL
  • Experience with Agile methodologies, preferably using Atlassian software (Jira, Confluence)
  • Experience with Service Desk or other customer request ticketing systems
  • Proficiency in processing and using geospatial imagery and lidar data
  • Proficiency in Autodesk or other CAD software
  • Experience with GPS, surveying, or field data collection
  • Experience with DoD geospatial data and enterprise systems

Responsibilities

  • Be responsible for the development and maintenance of a DAF GeoBase Program Training Plan with a structured training curriculum
  • Ensure training curricula is aligned with DAF GeoBase Program guidance, standards, and best practices
  • Training materials will include:
  • Instructor guides and lesson plans
  • Student guides and reference materials
  • Presentations
  • Practical exercises and scenario-based exercises using relevant installation datasets
  • Knowledge checks and performance assessments
  • Job aids and standard operating procedure (SOP) references
  • The Training Coordinator will develop curricula that:
  • Provides hands-on instruction using realistic scenarios and data where feasible
  • Utilizes qualified instructors with demonstrated DAF GeoBase Program and geospatial expertise
  • Incorporates Government-provided feedback and lessons learned
  • Delivers training via client-approved delivery methods (e.g., in-person, virtual instructor-led, on-demand)
  • Training may be conducted at CONUS or OCONUS locations or via secure Government virtual environments
  • Class size, duration, and delivery frequency shall be defined in the approved Training Plan
  • Ensure training schedules are coordinated with Government points of contact
  • Review and update training materials as DAF GeoBase Program policies, tools, or workflows change
  • Maintain version control of all training plans and products
  • Create or update the DAF GeoBase Program Knowledge Base, documenting current training workflows, Standard Operating Procedures (SOP), and end user self-help
