General Supervisor - Land Development Planning
About The Position
The Real Estate and Land Development branch optimizes the City's portfolio by managing its land, buildings, and facilities to support Council’s vision. Within this, the Land Development section acts as a developer, transforming surplus City land into high-value assets through end-to-end activities—from due diligence to construction. We manage a diverse range of projects, including residential, commercial, and industrial developments, alongside transformational redevelopments like the Exhibition Lands, River Crossing and Blatchford. Aligned with The City Plan, and the Land Development Policy C511A, we are a self-funded team that balances fiscal responsibility with positive social impact. As a General Supervisor, you will lead the Land Development Planning unit, providing mentorship and strategic guidance to a team of land development professionals. You will deliver practical, actionable solutions to complex development challenges, directly impacting the lives of Edmontonians.
Requirements
- Bachelor’s Degree in Urban or Regional Planning or a closely related discipline
- Minimum of seven (7) years of diversified and progressive leadership experience in a land development related field
- Leadership & Team Development: Recruit, coach, and mentor high-performing teams, fostering a culture of professional growth and performance management while successfully navigating shifting organizational priorities
- Strategic Analysis & Communication: Analyze complex planning information to drive timely, solution-based decision-making and translate technical concepts into effective verbal and written reports
- Conflict Resolution & Negotiation: Apply strong negotiation skills to resolve complex, politically sensitive challenges and navigate competing stakeholder interests
- Technical & Operational Expertise: Leverage comprehensive knowledge of land development and planning processes to manage project delivery, while fostering collaboration with external consultants, contractors, and the public

- Valid Alberta Class 5 driver's licence (or provincial equivalent)
- Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance

Responsibilities
- Lead and mentor a team of land development professionals, fostering a culture of safety, accountability, and excellence to achieve departmental goals
- Oversee the delivery of comprehensive planning services, including subdivisions, rezonings, and reporting, ensuring high-quality results and adherence to schedules
- Manage annual operating and capital budgets, ensuring resource allocation is fiscally responsible and directly supports corporate objectives
- Drive proactive partner engagement, developing plans and processes that effectively support project development and public communication
- Cultivate strong cross-departmental relationships to champion an integrated, collaborative business model across the City
- Prepare Council reports, presentations, speaking notes and attend Council and Committee meetings as the team’s planning subject matter expert.
- Ensure strategic alignment of all work with The City Plan, Council Priorities and Principles, and other guiding documents and policies
- Implement a robust performance measurement system, utilizing key performance indicators (KPIs) and timely corrective actions to guarantee effective service delivery
- Maintain rigorous compliance with environmental, health, and safety policies, as well as current unit procedures and guidelines
- Provide quality assurance and control, identifying industry trends and operational gaps to continuously implement best practices
- Promote collaborative problem-solving, supporting staff in developing innovative action plans and enhancing internal communication
