About The Position

Clear is seeking an experienced General Manager to lead our Civil Earthwork and Site Development operations. This individual will oversee a large team responsible for earthwork, grading, underground utilities, paving coordination, and overall project execution across multiple commercial and industrial developments. This position is for a proven leader, not simply an experienced construction manager.

Requirements

• Proven experience leading a large civil earthwork/site development organization.

• Strong understanding of estimating, project management, scheduling, equipment utilization, and financial performance.
• Excellent leadership, communication, and organizational skills.
• History of building high-performing teams and developing future leaders.
• Confident but humble, competitive without ego, and decisive without being reactive.
• Earns respect through consistency, integrity, and sound judgment.
• Understands that great companies are built by great people and believes success comes from developing teams—not creating followers.

Responsibilities

• Lead all operational aspects of the civil earthwork/site development division.
• Develop and mentor project managers, superintendents, and field leadership.
• Drive safety, quality, production, customer satisfaction, and financial performance.
• Establish clear expectations, create accountability, and foster a culture of teamwork and continuous improvement.
• Partner with estimating and business development to support sustainable growth.
• Build strong relationships with clients, subcontractors, suppliers, and internal departments.
• Make timely, well-reasoned decisions based on facts, not emotion.
