About The Position

This position is a General Engineer (Project Manager), GS-0801-12 position with the U.S. Army Corps of Engineers, New England District. This position is located in Concord, MA. The role involves managing the overall execution, control, and coordination of assigned projects, integrating project scope, schedules, budgets, and team responsibilities into a comprehensive management plan. The Project Manager will control project milestones and budgets from inception through to completion, serving as the primary point of contact for stakeholders and keeping them informed of project progress, issues, and resolutions. This role requires managing and balancing competing interests from multiple stakeholders to keep projects on track, facilitating the resolution of identified problems or issues, and assuring early identification of stakeholder problems or issues, including funding. Corrective actions must be taken to maintain project schedule and budget commitments. The position also involves negotiating and integrating district functions and stakeholder requirements, maintaining effective communication with interested parties to coordinate projects and resolve disagreements, and presenting findings and recommendations both orally and in writing.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • In accordance with USACE policy, Program and Project Managers are required to achieve, at minimum, Level 1 CDP internal qualification.

  • Bachelor's degree (or higher degree) in engineering accredited by ABET, or a degree with specific calculus and engineering science courses.
  • Alternatively, a combination of college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding of engineering sciences and techniques, demonstrated by professional registration/licensure, passing the Fundamentals of Engineering (FE) examination, or specific academic courses.
  • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including specified calculus and engineering science courses.
  • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology), provided the applicant has at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
  • One year of specialized experience which includes: assisting in managing project milestones and budgets for environmental, military, or civil works projects; monitoring project performance to ensure commitments from team members are maintained; communicating with project stakeholders to provide updates on progress and to help resolve issues; analyzing cost reports to identify and track project charges.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
