About The Position

GDIT is seeking qualified candidates for the Mission Training Complex Capabilities Support II (MTCCS II) program at Fort Wainwright, Alaska. This program delivers comprehensive training solutions including Mission Command training, Leadership Development, Warfighter Functions (WFF) training, Delta Training, First Person Simulations (Gaming), and constructive simulations. The role involves technical integration between simulation and C4I systems, establishing and maintaining training and exercise networks, and performing Risk Management Framework Certification and Accreditation security activities. The Comms Manager will play a key role in building and enabling the readiness of the Army in the Arctic, implementing information system security solutions, and providing cybersecurity technical support for multi-domain activities. This position works closely with Ops, Cyber, Network, and Simulations Managers to design and execute technical support and integration for all training environments and events, managing the overall coordination of IT, communications, and network systems and personnel, and overseeing the day-to-day and exercise/event IT operations for the MTC.

Requirements

  • BA/BS in Computer Science, Information Technology, or related field OR the equivalent combination of education, technical certifications, and training.
  • 5+ years of related experience.
  • Three years’ experience leading technical teams responsible for engineering, installing, operating, protecting, and maintaining Government Information Systems and associated network enclaves.
  • Two years’ experience in designing and implementing technical support plans for military training and exercises.
  • Demonstrated knowledge of the SCA-V process and inspection program.
  • Expert understanding of NIST, DoD, & Army Cybersecurity & Risk Management Framework policies, directives, instructions, manuals, and best business practices.
  • SEC+ certification is required.
  • Appropriate DoD 8570.01-M baseline certification as an IAM II is required.
  • Knowledge of current industry methods.
  • Knowledge of disaster recovery continuity of operations plans.
  • Knowledge of enterprise incident response program, roles, and responsibilities.
  • Understanding of network security architecture concepts including topology, protocols, components, and principles; experience with modelling and simulations systems and concepts.
  • Strong ability to produce technical documents such as network diagrams, systems data flow diagrams, Simulation-Stimulation architecture.
  • Excellent communications skills and ability to brief senior leaders in layman’s terms.
  • Secret clearance required.
  • US Citizenship Required.

Responsibilities

  • Creates and establishes communications architecture, coordinate communications plans, configure communications equipment, and assist in installing equipment and circuitry in support of distributed exercises.
  • Coordinates all aspects of the communications architecture and the technical requirements of Exercise Support Plans with communications planners at other simulation facilities, Network Enterprise Center(s) (NEC), theater signal assets, and participating tactical units.
  • Ensures the cybersecurity Risk Management process and appropriate operational security posture is maintained and documented for the USARPAC Type Training Enclaves and USARPAC Training Exercise Network.
  • Works closely with the ISSO and ISSM to ensure all cybersecurity risk management processes are in place for MTC Training Enclaves and other MTC training/exercise networks and systems.
  • Provide guidance and support for Exercise Design and Cybersecurity planning and ATO attainment.
  • Follows DoD Directives and Instructions 8140, 8570-01-M, Army regulations AR 25-2, NIST Special Publications 800-53, 800-39, as well as following guidance from other cyber agencies in USARPAC CSPMO, NETCOM, and CYBERCOM.
  • Serves as a people manager.
  • Performs other duties as required.
