About The Position

This recruitment is only open to current King County Department of Judicial Administration employees. The Department of Judicial Administration seeks interested applicants to join our team as a Functional Analyst II. We are looking for someone who is innovative, creative and customer-focused with both interest and skill in improving processes and system workflows. This opportunity would be great for someone who enjoys performing different tasks everyday. The Functional Analyst II will collaborate with all levels of the department, lead and facilitate meetings, and act as a liaison between departmental end-users and information technology (IT) staff or vendors. In this position you will handle multiple projects and assignments while responding to ad-hoc requests and investigating issues as they arise. This is an opportunity to define and document our business functions and processes, perform workflow and interface analyses, design and develop customized reports and queries, test processes and upgrades to systems, and be a dynamic trainer throughout the department. The Department of Judicial Administration (DJA), also known as the Superior Court Clerk's Office, serves as the independent record keeper for King County Superior Court. DJA is a forward-looking agency using technology to help perform a variety tasks better, more efficiently, and reliably for the Court, litigants and the public. The functions of our office include, but are not limited to: Serving all customers, Receiving and processing court documents, Providing a clerk presence at every court proceeding to make the record and take minutes, Receipting fines and fees, Initiating cases including civil and family law, Disbursing funds, Storing wills in the Will Repository, Facilitating access to court records online and in-person, Managing the Adult Drug Diversion Program.

Requirements

  • A minimum of four (4) years of experience in the areas listed below OR a bachelor’s degree in business or public administration or related field plus two (2) years of experience in the areas listed below OR any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.
  • Skill in analytical and strategic thinking, problem solving, resolving conflicts, improving processes and bringing others to a consensus.
  • Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes.
  • Knowledge, understanding and technical skill in systems analysis; relational databases and automated systems data modules, automated systems testing procedures, data conversion analyses, design, and troubleshooting applications; table relationships, and views.
  • Experience developing and effectively maintaining relationships across disciplines to solve problems, develop solutions and work towards a common goal.
  • Skill in working with a variety of individuals from diverse backgrounds.
  • Skill in common desktop workflow tools, including but not limited to Microsoft Office Suite: OneDrive, SharePoint, Teams, Excel, PowerPoint, Visio, and Word.
  • Skill in using report and query writing languages and writing system documentation and technical reports.
  • Skill in interpreting complex instructional manuals, guidelines, and procedures.
  • Skill in analytical thinking, problem solving, resolving conflicts and bringing others to consensus.
  • Skill in oral and written communication including conducting technical training and presentations.
  • Skill in providing customer service, end-user, and formal/informal training.

Responsibilities

  • Monitor system functionality and act as a business and technical expert in solving referred issues from less experienced staff.
  • Troubleshoot and validate issues in DJA applications.
  • Use knowledge of DJA systems and applications to suggest system design modifications and implementation to meet requirements.
  • Analysis of existing business processes and tools and help design a future state model that supports the operational needs.
  • Analyze, test, and validate system interfaces, enhancements, and upgrades prior to implementation.
  • Create workflow diagrams and process maps to assist with analyzing processes and building business requirements.
  • Assist with the development of acceptance criteria.
  • Collaborate with business owners related to upgrades to DJA's applications.
  • Act as a liaison between end-users, leadership, the IT team and vendors.
  • Work with business groups and technology staff to identify and resolve bugs and prioritize enhancements.
  • Lead teams or work with subject matter experts to study and analyze business requirements and alternative options for improvements for a variety of operational, procedural and management issues.
  • Facilitate and help identify complex system changes; work with the change management team to assess potential system-wide impacts of proposed module configuration changes.
  • Perform system administration functions such as managing and updating profiles, security and permissions in multiple systems; digital signatures; creating and updating document definitions; developing document templates and codes; and updating forms and lookup lists.
  • Communicate with stakeholders about changes and prepare release notes and other system documentation.
  • Document decisions made and policies developed regarding DJA operations and applications.
  • Perform data mapping in support of data conversion and integration work.
  • Create queries and reports and have a solid understanding of the data and data structures.
  • Ensure adherence to policies, standards, and procedures.
  • Use best practices to track and manage additions and changes for assigned tasks.
  • Prepare and give user training.
  • Develop training materials and provide training to users, customers, and/or stakeholders.
  • Leads or assists in meeting facilitation and documents detailed meeting minutes.
  • Other duties as assigned.
