About The Position

This Systems Software Programmer and Project Lead position supports ongoing development and modernization initiatives for early care and education systems within a state social services agency. The programmer will serve as an expert coder in both visual interfaces and web services construction, primarily focusing on migrating, upgrading, and maintaining external and internal-facing portals, including the Child and Adult Care Food Program (CACFP) Applications, Claims, and Compliance modules. Utilizing a modern Microsoft and Angular technology stack, the project lead is responsible for the full software development lifecycle—including code construction, unit testing, source control, build management, integration testing, and deployment. This is a 12-month hybrid contract opportunity with a possibility of extension.

Requirements

  • 7 or more years of professional experience developing with TypeScript.
  • 7 or more years of experience developing front-end architectures with Angular (including versions 9 and 11).
  • 7 or more years of professional JavaScript programming experience.
  • 7 or more years of experience developing backend services and web applications utilizing C#.NET, VB.NET, ASP.NET, and ASP.NET MVC.
  • 7 or more years of experience designing and implementing Web API and WCF web services.
  • 7 or more years of experience with Microsoft SQL Server development, including database design, query optimization, and stored procedures.
  • 7 or more years of experience utilizing Microsoft Visual Studio for enterprise software development.
  • 7 or more years of experience utilizing Team Foundation Server (TFS) for source code management, build automation, and deployment.
  • Bachelor's degree in Computer Science, Information Technology, or a related technical field.

Nice To Haves

  • Experience implementing and managing Always Encrypted database processes within SQL Server.
  • Prior experience developing software applications for early childhood education, nutrition programs (e.g., CACFP), or social services domains.
  • Familiarity with public sector IT modernization and software migration projects.
  • Strong verbal and written communication skills to articulate technical designs clearly to development teams, project staff, and end-users.
  • Self-starter with high initiative, capable of executing complex technical goals with minimal supervision.
  • Excellent problem-solving, debugging, and analytical capabilities.

Responsibilities

  • Serve as an expert front-end coder specializing in TypeScript and Angular (versions 9 and 11) to develop highly interactive, responsive visual interfaces.
  • Modernize, upgrade, and maintain client-facing and internal portals, migrating legacy modular codebases to current web standards.
  • Design, construct, and support external and internal portal systems for early care, education, and compliance monitoring.
  • Build, deploy, and maintain robust web services and integrations utilizing C#, .NET, VB.NET, ASP.NET, and ASP.NET MVC.
  • Architect and tune backend database storage models within Microsoft SQL Server, employing advanced security protocols such as Always Encrypted processes.
  • Ensure optimal application performance, data integrity, and high-availability database processing for transaction-heavy claims systems.
  • Lead end-to-end product development workflows natively within Microsoft Visual Studio and Team Foundation Server (TFS) for version and build management.
  • Execute rigorous unit testing, integration testing, build automation, source code management, and controlled environment deployments.
  • Maintain technical documentation, deployment runbooks, change controls, and system architecture diagrams to support ongoing platform support.
  • Provide technical direction, guidance, and project leadership to development teams, project staff, and stakeholders.
  • Collaborate closely with cross-functional project teams to define development schedules, track operational milestones, and translate business rules into robust application logic.
  • Serve as a key point of contact to troubleshoot production bugs, diagnose system failures, and provide rapid remediation.
