About The Position

ICF’s Global Health and Development (GHD) line of business, part of the Health, People, and Human Services (HPHS) Group, is seeking a Full Stack Developer to build applications that apply AI across global health and survey programs. You will develop applications, APIs, and data services that help shorten survey timelines, reduce costs, and equip national institutions with AI-supported tools. Working with AI engineers, survey experts, designers, and partner-country teams, you will take solutions from prototype to production, including secure cloud applications and offline tools for low-connectivity settings. This position can be remote within the United States, with occasional international travel. It is contingent upon award of program funding.

Requirements

  • Bachelor's degree (or equivalent) with Minimum 5 years, OR Master's degree with Minimum 2 years, of professional full stack development experience building production-grade applications
  • Minimum 1year of experience integrating LLMs into production systems, with attention to error handling, security, and reliability
  • Minimum 1year of experience with a major cloud platform (e.g., AWS, Azure, or Google Cloud), infrastructure as code, and CI/CD
  • U.S. citizenship is required by federal government contract
  • Experience with JavaScript/TypeScript and a modern front-end framework (e.g., React, Angular, or Vue)
  • Strong back-end development experience in Python or another modern language (e.g., JavaScript/Node.js, Go, Java, C#)
  • Experience with relational database design and SQL. Experience with NoSQL technologies is a plus
  • Experience designing and integrating RESTful APIs
  • Hands-on experience implementing authentication, authorization, and audit logging in a production application
  • Demonstrated experience using agentic coding tools (e.g., Claude Code, OpenAI Codex, Cursor, or GitHub Copilot agent mode) to specify, review, test, and deliver production code.

Nice To Haves

  • Experience building offline-first or low-connectivity applications
  • Experience building a data-access, analytics, or research-data application with role-based access
  • Experience working with statisticians or researchers, or with statistical data and workflows
  • Understanding of LLM cost, latency, and reliability trade-offs, with exposure to agent frameworks, AI workflow orchestration, MCP servers, or AI evaluation and testing tools.
  • Experience building multilingual or localized interfaces
  • Experience in global health, international development, or low- and middle-income country settings

Responsibilities

  • Build a governed data-access application that lets users explore data in natural language. This includes the authentication, authorization, audit logging, and disclosure-risk controls that make that safe. In this application, access control is a core safeguard for respondent privacy.
  • Develop offline-first field tools for interviewers and field supervisors. These tools must work reliably on low-end devices with intermittent connectivity and sync cleanly when a connection returns.
  • Integrate AI services into applications, working with the Applied AI Engineer to expose model pipelines through well-designed APIs, including MCP connectors that make DHS data available in AI assistants.
  • Spec out and build products with agentic coding tools. Write the specifications that drive agent-led development, then review, test, and own the code that results.
  • Design data services and schemas for survey metadata, microdata, and the results of AI-assisted processing.
  • Ensure production readiness and sustainable handover. Write testable, well-tested code that passes required quality gates, and produce clear documentation so partner-country institutions can operate and openly publish tools without ongoing ICF support.
  • Communicate progress to technical and non-technical stakeholders, including survey experts, program leadership, and partner institutions.
